- 1. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is W911QX-08-T-0235, and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect Federal Acquisition Circular (FAC) 2005-26. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the required response time will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is a sole source to Spectra-Physics Lasers Division of Newport Corp., 1335 Terra Belta Avenue, Mountain View, CA 94043 in accordance with FAR 6.302-1. The associated NAICS code is 334519. The small business size standard is 500. Place of Performance: US Army, Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783-1197 and as outlined in the Description of requirements. (ii) Delivery shall be at the US Army Research Laboratory, 2800 Powder Mill Road, Building 102, Adelphi, MD 20783-1197. Acceptance shall be performed at Adelphi, MD. The FOB point is destination. 2. The following is a list of contract line item number(s) and items, quantities and units of measure: CLIN 0001 Millennia PRO 10sJ Ultra-compact high power, Diode Pumped Solid State laser; 1 each, CLIN 0002 Chiller 110WW; 1 each, CLIN 0003 Regeneratively Mode-locked Ti:Sapphire Laser; 1 each, CLIN 0004 GTI for 10 ps Broadband Operation 700-1000nm; 1 each, CLIN 0005 Wavelength Conversion Set to 970-1080 nm; 1 each. 3. The provision at 52.212-1, Instructions to Offeror - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None 4. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: None. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition.
