Description
The proposed contract action is for a Congressional Knowledge Management System for which the Government intends to solicit and negotiate with only one source to Dynology Corporation under the authority of FAR 6.302-1 and 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for quotes. However, all inquiries received by 19 September 2008, 8:00 am MST, will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon the contractor providing a proactive planning and management tool/knowledge management system with extensive archive capabilities, not just a static source of information on Capitol Hill. The system shall be a web-enabled database application that maintains, tracks, and retrieves information about Members of Congress, congressional committees, federal government and state executives, legislative activities and events, and organizational outreach and engagement efforts. The system shall be customized to the customer's specific requirements and provides the ability to employ information more effectively with additional capabilities to capture and manipulate the customer's legislative specific information. The system shall provide leadership with the ability to oversee daily operations through its dashboard and identifies critical legislative activities and time sensitive information. The system shall include: • An Activity Calendar that tracks past, present, and future customer legislative events, including office calls, social visits, congressional hearings, formal/informal meetings with Members, and other notable activities in a dynamically generated webpage that allows one-click retrieval of background information about each activity. This background information includes, among other things, basic time, date, and location details, individuals of interest who may be involved with the activity (Congressmen, Senators, Organizational CEOs, customer leadership), pre-briefs or after action reports that can be uploaded prior to or after the activity, and any action items that may be required in the future • Tracking capabilities for customer's specific congressional issues, as well as Members of Congress and staffers who have vested interests in those issues. • Automatically updated reports that may be critical in planning or summarizing legislative affairs activities. For example, Member and staff biographies can be automatically associated with the customer's Legislative Liaison meetings or trips, providing insight into the individual's past or future activities • Summary reports of Legislative Affairs contacts/contact plans, sorted by the customer's Legislative Liaison official, or by Congressional Member or staffer, can be generated for use in analysis and assessment of our efforts to inform Capitol Hill about the customer's legislative programs and plans • Consequently, reports that are currently generated by inefficient, time-consuming calls for information from individual liaison personnel could be generated automatically by the system anytime, anywhere by any user. The system could also be used to display information such as the impact of the customer's Legislative Liaison programs on Member states or districts. The system must allow for timely reporting, detailed supervision, and provides consistency and continuity. • One very important aspect of this system is that NORAD and USNORTHCOM personnel will have easy access to what other Combatant Command staffs have done, systematically giving the customer a base of knowledge to build upon. • Capability to list of all the past, present, future customer engagements/contacts (meetings, briefings, travel, hearings and or any other custom type of event needed) and any specific customer comments of interest and/or documents regarding a Member. • Ability to capture any due out and after action items related to an event with a Member with the data automatically updated on a weekly basis.
