- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-23. The associated North America Industry Classification System (NAICS) code is 325414. This requirement is unrestricted. The government contemplates award of Firm-Fixed-Price contract. The requirement/items are BRAND NAME only. CAT # AS1200 (3) Standard Conversion Kit for Maxwell 16 LEV, CAT # AS1250 (3) LEV Conversion Kit for Maxwell 16, and CAT # AS2000 Maxwell 16 Instrument. The following provisions and clauses will be incorporated by reference: FAR 52.212-1 Instructions to Offeror, 52.212-2 Evaluations. The contract will be awarded to the best offer BRAND NAME ONLY. 52.212-3 Reps and Certs, 52.212-4 Terms, 5002 Wide-Area-Workflow, 52.212-5 Contract Terms and Conditions, 52.225-18 Place of Manufacture, 52.247-34 FOB Destination, 52.252-1 FAR Website, 52.252-2, 252.204-7004 Alt A, CCR Registration, 252.211-7003, 252.212-7000 Reps and Certs, 252.212-7001 Contract Terms and Conditions. Justification: The AFDIL currently uses Promega reagents and kits for extraction, amplification, and DNA typing forensic identification procedures. The AFDIL's validated standard operating procedures require the use of Promega's DNA IQ system, tissue, and bone/hair samples. Future competition requires various validation procedures involving significant man-hours and efforts lasting approx 6 to 8 months, during which time the normal daily operation of identification of US service members using DNA will be suspended.
