Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number is PR-NC-08-10836. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. A Firm-Fixed price contract is anticipated to result from the award of this request for proposal. This requirement is being processed as a full and open competition. The associated NAICS is 541380 with a size standard of $11.0 million. The anticipated period of performance for this requirement is Oct 15, 2008 thru Dec 31, 2009. The U.S. Environmental Protection Agency (EPA), Research Triangle Park, North Carolina is responsible for procuring, testing, and distributing filters of high purity to the State/local air pollution control agencies. The quartz filters are used with a size selective sampler (SSI) to collect PM-10 (particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers) samples. The glass fiber filters are used with a Total Suspended Particulate (TSP) sampler. This process assures filters with uniform characteristics and known quality assurance testing for the national particulate networks. EPA obtains the filters each year from a contractor and has them shipped to EPA for acceptance testing. The filters for a specific year must be made from the same lot of raw materials for distribution to the States. If the acceptance testing confirms that the filters meet EPA=s specifications for physical and chemical properties, the EPA distributes the filters to the State/local air pollution control agencies. A copy of the statement of work can be found at http://www.epa.gov/oam/rtp_cmd. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies. The following factors shall be used to evaluate offers: i) Technical Approach (submit a brief summary of your proposed technical approach for this project. ii) Past Performance (the contract shall submit (3-5) references which demonstrate previous experience performing similar type of work (testing filters). Include telephone number, name of contact, service provided, and date(s) service was provided. iii). Price. For this Request for Proposal (RFP), all evaluation factors other than cost or price when combined are significantly more important that cost or price. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications ? Commercial Items. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition and the following additional clauses cited in the clause apply as well, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.232-33. The FAR certifications and any subsequent amendments will be available via the web @ http://www.epa.gov/oam/rtp_cmd only. Hard copies will not be available. It will be your responsibility to frequently check the same site where the notice is posted for any amendments.
