- The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends toaward a sole source contract to L3 Communications at 3033 Science Park Road,San Diego, CA 92121 for the procurement of one AN/USC-42A(V)2 DualChannel Mini-DAMA System. L3 Communications is the only manufacturer ofMini-DAMA systems, a highly specialized Ultra High Frequency (UHF) SatelliteCommunication (SATCOM) system. Accordingly, L3 Communications is the onlysource capable of fulfilling this requirement without incurring a substantialduplication of costs that would not be recovered through competition. Thisdescription is modified as of 17 September 2009 to include Spare Part KitNumbers JA-P-LVG, JA-P-LUG, JA-P-LVW and JA-P-LTQ for this procurement. This notice of intent is not a request for competitive proposals or quotes. Adetermination by the Government not to compete based upon responses tothis notice is solely within the discretion of the Government. Informationreceived will normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) andFAR 6.302-1, Only One Responsible Source and no other supplies or serviceswill satisfy agency requirements. A sole source solicitation will be issuedandtransmitted to the sole source contractor by means other than posting it on theSPAWAR ECC Business Opportunities web site. No solicitation will be posted.
