- Subject to final approval, The Department of the Treasury, Bureau of the Public Debt (BPD), on behalf of the Administrative Resource Center (ARC) Office of Information Technology Division, intends to negotiate a sole-source procurement with a Service-Disabled Veteran-Owned Small Business (SDVOSB), Red Hawk IT Solutions, Inc., for the following items: 1. eEye Digital Security Retina 256 Asset Consulting License Renewal Mfr.: eEye Digital Mfr. P/N: RE50-00256-XC POP: 10/03/08 to 10/02/09 Qty: 2 ea. 2. eEye Digital Security Retina Expansion Pack Mfr.: eEye Digital Mfr. P/N: RE50-00256-C POP: 10/03/08 to 10/02/09 Qty: 4 ea. 3. eEye Digital Security REM Server w/500 Assets Mfr.: eEye Digital Mfr. P/N: RC30-00500-P POP: 10/03/08 to 10/02/09 Qty: 1 ea. 4. eEye Digital Security REM Additional Assets (2500) Mfr. eEye Digital Mfr. P/N: RC30-C0000-A POP: 10/03/08 to 10/02/09 Qty: 2500 ea. Nature & Description of Action: The Bureau of the Public Debt (BPD) currently uses eEye Retina and have invested resources in training and expertise knowledge to support the tool. Due to the increase in the Treasury scanning requirements for FY 2009 and the expected increase of franchising customers, we must increase the number of licenses used. Also, the increases demand that we become more efficient by using the Vulnerability Management software provide by eEye REM in support of Retina as a central management point for vulnerabilities. Per Treasury's Acquisition Bulletin (AB) No. 06-05, Bureau Procurement Offices are required to solicit SDVOSB and HUBZone businesses for procurement actions in excess of micro-purchase threshold to the maximum extent practicable. Per the manufacturer, eEye Digital, Red Hawk IT Solutions, Inc. is their only SDVOSB reseller and there are no HUBZone resellers for their manufactured products. Therefore, based on this information and in accordance with FAR 19.1406, a sole source to Red Hawk IT Solutions, Inc. is intended for this contract. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses no later than September 22, 2008. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Red Hawk IT Solutions, Inc.. Interested parties are requested to submit responses electronically to psb2@bpd.treas.gov. E-mail responses requiring more than 5 megabytes of memory must be sent as separate files.
