Description
Veterans Administration Scheduling Replacement Project (VA SRP)Replacement Scheduling Application (RSA) Request for Information The Veterans Administration Scheduling Replacement Project is sponsoring the VA Learning University (VALU) Information Technology, National Training & Education Office (IT NT&EO) to identify firms to support the Replacement Scheduling Application (RSA). This Request for Information (RFI) is posted to attract firms with the potential to support the VA national RSA deployment training effort and seek a number of proposed training deployment approaches to be used during national deployment. The information you provide shall be reviewed for feasibility and to determine the services required. All responses to this request shall be reviewed. The VALU IT NT&EO intends to issue a formal RFP following the RFI evaluation as appropriate. Terms and Conditions This RFI is requested for information purposes only. All responses to this RFI shall be treated as confidential information and shall not be distributed beyond the VHA RSA Training Review team selected by VALU IT NTEO. Patient Information Experience Please provide a brief portfolio of your firm's patient care information technology projects. Including the project's name, general scope, project duration, compensation strategy (i.e., lump sum,), owner contact name and phone number. Limit your response to three projects, with no more than two pages per project. Please include with your patient care experience the proposed approach to executing a national training effort targeting over 30,000 end users in the RSA software. Limit your training approach to no more than two pages. RFI Deliverables: 1.Responses to the requested information. 2.Schedule of rates. Scope Description The Department of Veteran Affairs in conjunction with the software vendors shall train selected Training Consultants (TCs) on the RSA software during the RSA alpha testing phase. The selected training consultants shall have access to a training database where they shall assist in the development of the evolving training materials and course curriculum changes during the alpha testing phase. The training consultants shall develop a RSA credentialing process to train and develop a cadre of RSA experts within the VHA, which shall include but not be limited to, other trainers, selected VA Subject Matter Experts (SME) and other VHA users in the RSA software. The TCs shall become RSA credentialed and take the primary role as 'Master Trainers' (MT) for a designated number of medical centers selected as beta test sites. The TCs shall also develop a RSA training evaluation plan to evaluate the beta training efforts of RSA. Upon the completion of the beta testing phase, a 14-month national implementation shall begin, which shall require a number of contract trainers to train and manage over 128 medical centers. The roles of the Master Trainers have not been defined for the national implementation of RSA. Performance Period: The performance period begins early 2009 through 2011. Place of Performance: The initial alpha and beta sites are in Oklahoma and Central Texas and are comprised of two to three VHA facilities with an audience range of approximately 600 to 1,500 users. National deployment scheduled for late 2010-2011) shall involve more than 125 VHA medical facilities and more than 30,000 users requiring training. Technical Requirements To be effective within the quality and time requirements of the contract, it is desirable to have previous experience in the implementation and training of patient information applications. In addition, it is preferred that the contractor have at least three training consultants (TCs) experienced in delivering training who shall be able to serve in an immediate role as the contractor's master trainers (MT) once qualified. The contractor's TCs shall serve in a staff capacity for the project and take directions from VA staff to achieve the project objectives. The TCs shall report to the VALU IT National Training and Education Office (NT&EO) RSA staff and work in close collaboration with the RSA Project Team members. The contractor's TC shall perform the following tasks: a.Qualify as a Master Trainer The TCs shall participate in the vendor/VA sponsored training. (Shall require limited travel) The TCs shall become subject matter experts (SMEs) for all RSA software functionality, associated business processes and fully understand the impact of change brought on by the implementation of the new application. Upon completion of the VA provided training and development of the certification process, the TCs shall demonstrate proficiency and ability to adequately teach VA staff in the use of RSA. The TCs shall also undergo and achieve the RSA master trainer's (MT) certification as a condition to be designated as MTs by passing the pre-established certification process. Qualifying as MTs also includes but is not limited to, participation in micro teaching activities where each TC shall present and be evaluated; and required to participate on trainer status conference calls. Quality Standard: The TCs shall be proficient to be certified as VHA Master Trainers in RSA training. If the training consultants do not meet VA requirements for certification as judged by a panel of VHA SMEs, then the contractor shall be required to replace the TC(s) immediately and the newly appointed TC(s) shall meet the requirements of the certifications process within a designated time period, which shall be determined at a later date. b.Develop Training Material The TCs shall support the NT&EO by providing content expertise for the development of training materials including training manuals and multimedia training, in accordance with NT&EO standards and practices. c.Conduct Train the Trainer (T3) The TCs or MTs shall have the ability and experience in providing T3 to other contract trainers, SMEs and other designated VA personnel. d.Deliver Site Training The TCs/ MTs shall have the skills and ability to provide hands-on face-to-face training and other training delivery methods to key VA staff in the functionality and use of the RSA software. The TCs/MTs shall deliver training classes according to the implementation and training schedule, and according to NT&EO standards. e.Provide Project Management Support The TCs/MTs shall possess the skills and ability to support the SRP Project Managers (PMs) relating to project scheduling skills, tracking and report generation. f.Prepare and Deliver Report The TCs/MTs shall prepare and deliver all required written and oral reports related to the training activities of this project. Work Requirements: The contractor and any employee under the contractor shall abide by all governmental work regulations and policies associated with this contract. VA Required Equipment: The contractor, TCs/MTs and any employee issued VA equipment shall abide by all rules and regulation required to maintain and possess the equipment. Necessary Skills: a.The training consultants shall posses a professional knowledge of the education and consultative process in order to assess, design, implement, and evaluate educational products, services, and activities. b.The training consultants shall have knowledge of instructional design principles, learning technologies and adult learning theory. c.The training consultants shall have knowledge and skills in customer service and client relations. d.The training consultants shall have knowledge of the communication processes, both written and oral, and the ability to effectively apply them in a variety of settings and audiences. e.The training consultants shall posses an ability to determine and implement learning strategies for effective problem resolution. f.The training consultants shall have excellent organizational skills. g.The training consultants shall have knowledge of Microsoft Office productivity tools, such as Outlook, Excel, and Word. h.The training consultants shall be able to work in a challenging environment and be a team player. i.The training consultants shall be comfortable working with a large number of files. j.The training consultants shall possess the ability to read, write, and correct text created in the English language. k.The training consultants shall possess the ability to listen to audio recordings of presentations and correct transcribed text created in the English language. l.Prior experience with similar health care projects and NT&EO is preferred but not mandatory. Travel: Travel and per diem shall be reimbursed in accordance with VA/Federal Travel Regulations.
