Description
1. Title: e-IV Clearinghouse to Support Eligibility Transactions Health Care Electronic Data Interchange (EDI)2. Solicitation Reference Number: VA-101-08-RQ-0278 Amendment 2 3. Description: The due date and time for receipt of Quotations has not been changed as a result of this amendment. Request for Quote (RFQ) #: VA-101-08-RQ-0278 is hereby amended to remove VAAR clause 852.216-70 Estimated Quantities (APR 1984) from the terms and conditions and add FAR clauses 52.204-7 Central Contractor Registration (JUL 2006), 52.209-6 Protecting The Government's Interests When Subcontracting With Contractors Debarred, Suspended, Or Proposed For Debarment (SEP 2006), 52.219-16 Liquidated Damages--Subcontracting Plan (JAN 1999), and 52.239-1 Privacy or Security Safeguards (AUG 1996) to the solicitation/contract terms and conditions; revise the small business size standard provided for NAICS code 518210; identify the Department's small business goals; and provide answers to vendor submitted questions as follows. 4. Terms and Conditions: VAAR clause 852.216-70 Estimated Quantities (APR 1984) is hereby removed in its entirety as an addendum to FAR 52.212-4 Contract Term and Conditions--Commercial Items (FEB 2007) and FAR clauses 52.204-7 Central Contractor Registration (JUL 2006) and 52.209-6 Protecting The Government's Interests When Subcontracting With Contractors Debarred, Suspended, Or Proposed For Debarment (SEP 2006) are hereby added. FAR clauses 52.219-16 Liquidated Damages--Subcontracting Plan (JAN 1999) and 52.239-1 Privacy or Security Safeguards (AUG 1996) are hereby added as applicable clauses under FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Order--Commercial Items (JUN 2008). 5. NAICS: The small business size standard for NACIS code 518210 (Data Processing, Hosting, and Related Services) is hereby changed form $23.0M to $25.0M. 6. Small Business Goals: One of VA's objectives is the utilization of small business (SB), women-owned small business (WOSB), small disadvantaged business (SDB), historically underutilized business zone business (HUBZone), veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB) companies to the maximum extent practical. Therefore, VA desires these businesses have the maximum practical opportunity to participate as subcontracting goals (Note: Goals are expressed as percentages of the total subcontracting at all tiers). The 28.7% goal for the SB may be made up totally or partially of the SB, SDB, WOSB, HUBZone, VOSB, and/or the SDVOSB percentages: SB: 28.7%, SDB: 5.0%, WOSB: 5.0%, HUBZone: 3.0%, VOSB: 7.0%, and SDVOSB: 17.0%. 7. Questions and Answers: Question 1: Re Section C Task 1: The SOW indicates VA is seeking to expand payer access. However, VA already utilizes existing clearinghouse connectivity and submits real-time 270/271 transactions to: BCBS MD, DC & VA - CareFirst, BCBS NC. Is there a more current list of payer connectivity desired within one month? Response: The list of payers for which connectivity is desired within one month of contract award is as follows: BS CA BCBS HI HMSA BCBS MT (aka Health E Web) BCBS ND BCBS OK BCBS PR BCBS UT (Regence) BCBS WV Mountain State BCBS WY (aka Noridian) BCBS VT Excellus Health Now Constitutional Life American Family Insurance State Farm Question 2: Re Section C Task 1: Is batch connectivity to BCBS TN the preferred method of communication? VA already utilizes existing clearinghouse connectivity and submits real-time 270/271 transactions to BCBS TN. Response: The Department does not have a preferred method of communication. Question 3: Is there a list of additional payer connectivity desired detailed in order of priority/importance to the VA with anticipated volumes listed? Response: There is not a list of additional payer connectivity desired detailed in order of priority/importance to the VA. Question 4: Deliverable 3a Real-time Inquiry logs (as outlined in Tasks Deliverable and F. Schedule for Deliverables) - Please confirm that this item refers to maintaining logs of issues/problems reported with real-time transactions and does not mean vendor must supply reports of all 270/271 inquiries and responses. Response: Real-time Inquiry logs refers to maintaining logs of issues/problems reported with real-time transactions. The vendor shall maintain these logs and be able to produce reports when requested for issue resolution by VA. Question 5: We understand VA is seeking access to a number of its top payers that the current HCCH does not have access to. Since these are top payers, can VA provide monthly X12N 270/271 volume estimates for the first year of the contract? Response: The Government estimates there will be 775,000 transactions for the first year of the contract. Question 6: Can we assume that VPN connections are presently in place and will continue between individual VA Medical Centers to CFD? Response: VPN connections are presently in place and will continue between individual VA Medical Centers to CFD. Question 7: Is it assumed that CFD will procure any hardware necessary to run this service? Response: VA will procure any necessary hardware that is approved by CFD to be housed on the VA systems. Question 8: Of the top payers listed if there are any connection fees or transactions fees required by the payer will CFD be absorbing those costs? Response: CFD will not absorb these costs as there should not be any fees required by the payers. Question 9: Does CFD want to consider giving the individual VA Medical Centers a front-end real-time solution to facilitate a real-time response rather than batching them to CFD and having to wait for non-real time responses? Response: At this time the Department is not considering a front-end real-time solution for individual VA Medical Centers.
