Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government anticipates award of a Firm Fixed Price contract. The Senior Historical Consultant will work up to 960 hours to provide a wide range of professional historical support for the Chief, Office of Medical History, OTSG/MEDCOM, and attend any post award conference convened on administration, management, contractor support, long-range planning, quality of historical work, and execution of the OTSG/MEDCOM/AMEDD Historical Program. Provide high level quality advice and assistance required. Contractor must possess significant knowledge and experience in U.S. Army and Army Medical Department history and historical programs and in the management of historical programs in the U.S. Army Historical Program. Contractor shall review, edit, and revise Manuscripts for Publication and on AMEDD History Website. Written analyses and recommendations will be provided to Chief, Office of Medical History, as required. Provide Assistance to Staff Historians. The Senior Historical Consultant will assist staff historians, both U.S. Government permanent personnel and contractors, with research and writing of their assigned projects and answering of complex historical inquiries, this will include review, revision, and recommendations for improvement in their research and writing so that the final products are publishable either in print or on the AMEDD History Website. Review and Improve the AMEDD History Website. The Senior Historical Consultant will review the current organization and content of the AMEDD History Website and make recommendations for organization and expanded and improved content. As required, the Senior Historical Consultant will also select, edit, and prepare materials for posting. Complete Special Research and Writing Projects. As directed by the Chief, Office of Medical History, the Senior Historical Consultant will undertake research and writing projects and provide written answers to complex historical inquiries requiring the highest order of professional historical experience, understanding, and expertise in military and military medical history. Contractor must provide a Senior Historical Consultant who holds a Ph.D. in History or related field and/or a minimum of 20 years experience working in that field. Candidates will have a demonstrated expertise and knowledge in the history of the U.S. Army and of the Office of The Surgeon General, U.S. Army, U.S. Army Medical Command, and Army Medical Department since 1775. Candidates must also possess significant historical program management experience in the U.S. Army Historical Program to be able to provide the level and quality of advice and assistance necessary to complete the assigned work. Contractor shall ensure that all data transmitted via diskette or e-mail is virus-free and the data is protected IAW. Deliverables submitted in electronic format via e-mail. The Senior Historical Consultant is a half-time position, so the exact work schedule is subject to agreement with Chief, Office of Medical History. Work will be conducted on and off site. Duty locations: (1) Skyline Offices, Falls Church, VA; (2) Contractors Site; or (3) or other sites both in and outside the Greater Washington, DC, metropolitan area as deemed necessary Technical Representative (COTR). The Senior Historical Consultant will obtain the appropriate level of security clearance or position of trust (formerly termed Automated Data Processing (ADP) in accordance with (IAW) the Health Insurance Portability and Accountability Act of 1996 (HIPAA) (Public Law (PL) 104-191) information. Contractor personnel are required to submit a Standard Form 85P, Questionnaire for Public Trust Positions and provide fingerprint cards, during their In-processing procedure in compliance with Military Health System ADP Position Sensitivity Designations and Investigative Procedures. Contractor will not work on Federal Holidays. The Senior Historical Consultant must be eligible for a Secret Clearance. The Contractor will travel to various contractor and Government sites for data collection. Accordingly, anticipated travel should be included in the Contractors cost proposal. All estimated travel will conform to the current Joint Travel Regulations (JTRs). After award, all travel shall receive government approval by the COTR prior to funds being expended. Contractor travel will be reimbursed in accordance with the JTR, and the limitation of funds specified in this contract. The Government will not reimburse expenditures that exceed the JTR. The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows: All products resulting from this requirement shall be the property of the Government with unlimited rights 960 hours x $_________per hour rate = Base yr Price/ 960 hours x $_________per hour rate= Option yr 1 price/ 960 hours x $_________per hour rate= Option yr 2 price.
