- The purpose of this modification is to update the estimated posting date and the period of performance for the following contract: the change is marked in bold and underlined in the OTHER DETAILS section of this synopsis. This announcement will be issued as a Request for Proposal (RFP). The anticipated award will be a Firm Fixed Price (FFP) contract with reimbursable line items based on Lowest Price Technically Acceptable (LPTA). The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-24; Defense Acquisition Circular (DAC) 20080303 edition; and Air Force Acquisition Circular (AFAC) 2007-0823 edition. This acquisition has been approved for full and open competition. The North American Industry Classification System (NAICS) code is 541330. SPECIAL NOTICE: Please note that other documents pertaining to this acquisition have already been posted on FedBizOpps under Reference Number F2ETG17271A002, Special Notice. The Special Notice was issued in accordance with (IAW) the Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003. All documents from this point, will be posted using the solicitation number, FA4801-08-R-0006, and will be posted on this site only. If the contract is awarded to the Most Efficient Organization (MEO), which is the Government employees currently performing the duties, the period of performance (POP) will be 1 March 2009 through 30 September 2013. If the contract is awarded to a Service Provider (SP)/contractor, there will be a four month phase-in period of 1 March 2009 through 30 June 2009. This would make the POP 1 July 2009 through 30 September 2013. REQUIREMENT DESCRIPTION: This acquisition is for non-personal services wherein, the contractor shall provide services for the instrumentation and test functions of the 746 TS at Holloman AFB, NM. A list of the government furnished equipment (GFE) will be included in the Performance Work Statement (PWS). The contract provides the services to instrument, maintain, test, and secure equipment in support of testing in accordance with (IAW) the PWS. This includes building data acquisition systems to capture real time data from multiple sources, custom installation of equipment and cabling including mounting fabrication for 19 inch racks, and operating and maintaining GPS jamming equipment, satellite simulators, centrifuge and axis tables, and multimedia equipment. This description is not full in scope due to the vast amount of information and the PWS should be referenced for a full description. The contractor shall perform in accordance with standards outlined in the PWS and with all applicable federal, state, and local laws and regulations. IMPORTANT NOTICES: RFP submission must be in accordance with solicitation. All Amendments, if applicable, must be acknowledged.
