Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to issue a purchase order on a noncompetitive basis to University of Wisconsin - Madison 1800 Univeristy Avennue Madison, Wisconsin 53726 to conduct a web survey of Physicians and Nurses on the topic of genetics. Understanding health professionals’ knowledge, beliefs and practices will provide important data for developing medical education and continuing medical education programs. The Physicians’ Understanding of Human Genetic Variation (PUHGV) Project proposes to develop a scale, the Human Genetic Variation Knowledge and Beliefs scale, (HGVB) to measure (1) physicians’ knowledge of human genetic variation and (2) physicians’ belief about biologic and genetic differences based upon their patients’ race and ethnicity (3) physicians use of race and ethnicity in their clinical decision-making process. The third phase of the study is to conduct a national survey of primary care physicians using the 72-item Health Professionals-Genetics Education Needs Evaluation “HP-GENE” survey instrument and HGVB scale to randomly selected group of approximately 3700 primary care physicians who practice medicine in various parts of the country. This contract shall provide resources for the first stage of the Phase 3 National Survey by testing the final survey instrument. Under this order the contractor shall provide sample files and sampling services in collaboration with an AMA Masterfile licensee for pilot survey. The contractor shall increase the number of physicians receiving the pre-notification, pre-incentive and post incentive fees. Also under this order the contractor shall conduct a web-based national survey of other health professionals (nurses or physician assistants) using the HP-GENE Survey Instrument. The contractor will: •Purchase the AMA Masterfile from licensee to conduct the pilot survey •contact 150 health professionals (physicians) to assure completion of 60 web based surveys of physicians •administer the survey •track who completed the survey and other information regarding recruited and participating study participants •compile data into data file with variable labels and value labels •develop the sampling framework for the national study •provide all necessary deliverable items pertaining to the survey of physicians Upon expanding the survey results by adding the survey of nurses and physician assistants the contractor will also: •become familiar with all apsects of the PUHGV Project that have been completed to date. •survey will have already been developed and administered with physicians. Contractor shall make revisions to the existing physician survey instrument to address unique issues of nurses and physician assistants. •contact 5000 health professionals (nurses & physician assistants) to assure completion of 2000 web-based surveys. •administer the survey •track who completed the survey and other information regarding recruited and participating study participants •compile data into data file with variable labels and value labels •assist in obtaining NHGRI IRB approval •provide all necessary deliverables specified in contract The period of performance of the contract award will be for one year beginning September 30, 2008 through September 30, 2009. The sole source determination is based upon the fact that the vendor serves the survey research needs of a wide variety of clients including faculty, staff, and administration at the University of Wisconsin; faculty and staff at other universities; federal, state and local governmental agencies and not-for-profit organizations. A department in the College of Letter and Science on the University of Wisconsin-Madison campus, the Survey Center is to assist researchers by providing the highest quality survey research. The extensive experience of UWSC gives them a natural position to conduct this series of surveys. In addition The University of Wisconsin Survey Center (UWSC) has provided services to the NHGRI under other protocols therefore, it is economical to the government, both in cost and time, to utilize the UWSC’s services to continue with this survey. The North American Industry Classification (NAICS) Code is 541690 and the Size Standard is $6.5M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice. All responses should include a firm fixed price; documentation of the capabilities of meeting the government requirements; at least three references documenting successful past performance in meeting Government minimum specifications; a proposed delivery schedule; prompt payment discount terms; the DUN & Bradstreet number (DUNS); the Taxpayer Identification Number (TIN); and the offeror’s business size. The submission will be evaluated on the content of the above documents. The offeror must also register in the Government’s Contractor Registry System, Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
