Description
The Rocky Mountain Regional Office of the Forest Service (FS) will be soliciting proposals for a multi-year contract to accomplish fuels reduction treatments, fire line construction, timber harvesting, and construction work for the front range of Colorado. The contract will be 10 years in length and will be firm-fixed price with economic price adjustment. The solicitation will be advertised under the authority of Public Law 108-7, Sec 323 which allows the FS to trade goods for services in order to accomplish land management goals. The work will be accomplished on the Arapaho, Roosevelt, Pike, and San Isabel National Forests in Colorado. The solicitation will offer a guaranteed amount of service work for each year of the contract and a cancellation ceiling will likely apply. The estimated number of acres to be treated yearly is between 4,000 and 10,000 acres. The government may elect to make single or multiple awards from the solicitation. Solicitation AG-82X9-S-08-0120 will be issued and posted on this website (www.fedbizopps.gov) on or around September 29, 2008. The NAICS is 115310 and the small business size standard is $ 16.5 million. The solicitation will be issued using full and open competition. Any responsible business may submit a proposal which shall be considered by the agency. The period of performance will be 10 years from the date of contract award. A Pre-Proposal Conference/ Site Visit will be held October 14 -17, 2008. On October 14th, the conference will begin at 0800 at the Hampton Inn located at 137 Union Boulevard, Lakewood Colorado 80228. The solicitation will be discussed in detail and vendors will have an opportunity to ask any questions. October 15th will be the site visit for the Pike and San Isabel National Forests (PSINF). The meeting will start at 0800 at the Eagle Fire Lodge 777 E. Highway 24 Woodland Park Colorado 80866. The purpose of the site visits will be to visit areas within the Forests so that vendors get a better idea of the terrain and conditions in which the contract work will take place. October 16th will be the site visit for part of the Arapaho and Roosevelt National Forests (ARNF). The meeting will begin at 0800 at the USFS Boulder Ranger District 2140 Yarmouth Ave. Boulder, CO 80301. October 17th will be a second day of site visits for the ARNF. The meeting will begin at 0800 at USFS ARNF 2150 Centre Ave Bldg. E, Fort Collins, CO 80526-8119. The Forest Service maintains a timber sale bidders list for the PSINF and the ARNF. It has also maintained a list of parties who have expressed an interest in this project. A copy of this synopsis will be sent to everyone on those lists. The solicitation itself will only be made available electronically thru Fedbizopps at www.fedbizopps.gov and as a handout at the Pre-Proposal Conference. Vendors are encouraged to review the solicitation prior to the meeting and to bring their own copy. Vendors are encouraged to email their questions to the contract specialist prior to the conference at rabraun@fs.fed.us. In order to assist the Forest Service in planning the logistics of the conference and site visits, all parties who plan to attend one or more days are asked to register at least 7 days in advance by contacting Richard Braun by phone or email.
