Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3MRMX8221A001 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-12. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 811310, and the small business size standard is $7.0 million. (v) This requirement consists of one line item: 0001) Air Compressor Preventative Maintenance Service Contract IAW Statement of Work. (vii) The Base year is 1 Oct 2008 through 30 Sep 2009. This contract will have four options years. First Option: 1 Oct 2009 through 30 Sep 2010, Second Option: 1 Oct 2010 through 30 Sep 2011, Third Option: 1 Oct 2011 through 30 Sep 2012, Fourth Option: 1 Oct 2012 through 30 Sep 2013. The contractor certifies that it can meet the delivery date by submitting a quotation. FOB shall be destination. Pope AFB, North Carolina. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The quotes will be evaluated on price and technical capability. (x) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application - ORCA - at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition Paragraph. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The services required for each of the three quarterly services and the one annual service specified below. Contract pricing should include all labor expenses to conduct the preventative maintenance specified below. Lubricant Specifications All Screw Compressors will use the same Polyalester full synthetic lubricant with the following specifications: 12,000 Hour Life Running 24/7 ISO Grade 46 Oxidization RBOT Rating in Minutes: 3038 Capable of handling operation temperatures up to 255 F before oxidation occurs. Specific Gravity of.910 Flash Point 475 F All Piston Compressors will use the same Partial Synthetic lubricant with a Synthetic additive that inhibits the formation of varnish and carbon and provides oxidatal stability. This partial synthetic lubricant has the following specifications: ISO Grade 100 Specific Gravity, 60 F:.876 Flash Point 520 F Screw Compressor Maintenance Schedule and Services Provided Three - Quarterly Preventative service visits Factory Oil Analysis, send in report for each compressor and conduct trend analysis Change intake air filters Check operation of compressor system Check operation of auto drain traps Check and adjust drive belts (if applicable) Check, and if necessary, adjust regulation Check and r3ecord motor amp draws and lubricate motor bearings Check and tighten all bolts, screws and nuts Wipe down equipment Tighten loose electrical connections Change oil filter Calibrate controllers Make a report on the condition of unit (s) and any repairs or changes needed for your system (Any and All repairs of /changes to system will be estimated and approved before accomplishing) Blow out coolers One - Year end Preventative Maintenance Visits (Note: Year End will be completed in September) Change lubricants Change separator elements Change Belts on all belt driven screw compressors All Quarterly services listed above Pressure wash coolers Vibration Analysis. Include on service write-u and conduct trend analysis for each compressor. Piston Compressor Maintenance Schedule and Services Provided Three - Quarterly Preventative Service Visits Free Factory Oil Analysis, send in report for each compressor and conduct trend analysis Change intake air filters Check operation of compressor system Check operation of auto drain traps Check and adjust drive belts (if applicable) Check pulley alignment Check, and adjust if necessary, adjust regulation Check and record motor amp draws and lubricate motor bearings Check and tighten all bolt, screws and nuts Wipe down equipment Tighten loose electrical connections Make a report on the condition of unit (s) and any repairs or changes needed for your system (Any and All repairs of /changes to system will be estimated and approved before accomplishing) One- Year End Preventative Maintenance Visits Change lubricants Pull and inspect low and high pressure valves and report on condition Change all belts All quarterly services listed above Conduct an annual receiver tank pump up test to determine if the compressor is delivering the factory specified volume of cfm Vibration Analysis. Include on service write-up and conduct trend analysis for each compressor Refrigerated Dryer and Inline Filter Maintenance Provided Four Quarterly Preventative Maintenance Visits Provided Clean Out the Condensers on Dryers with Coil Cleaner Monitor and record pressure and temperature readings on dryers Change all in-line filters on a quarterly basis Make a report on the condition of unit (s) and any repairs or changes needed for your system (Any and All repairs of /changes to system will be estimated and approved before accomplishing)
