Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with 4PI Analysis Inc, for upgrade for a FEI Titan Stem, to include the following: 1 each: Universal Spectral Engine w/digital pulse processor, integrated HV power supply, universal detector interface card, scan gen hardware configured with 2 video channels, 1 GB Ethernet card, and cables to interface to SEM's digital beam control and PC's Ethernet port. 1 each: System software - 4pi Revolution. Quant/Imaging Package. System computer - Dell OptiPlex 745 running XP Pro. Minimum specifications include 1.86GHz Intel Core 2 Duo processor, 1GB SDRAM, 160 GB hard drive, 256MB dual-monitor video card, CDRW/DVD combo, and 19" UltrSharp flat-panel display. 1 job: Installation Based on NIST’s recent market research, NIST has only identified the one source that can provide the required request 4PI Analysis Inc. Although other manufacturers of XEDS acquisition systems offer some form of "on the fly" spectral image acquisition, the functionality required to achieve the desired performance is available only with the RevolutionEDX integrated acquisition system (IAS) through 4pi Analysis, Inc. The critical feature for the implementation of XEDS spectral imaging at atomic resolution is the real-time drift correction and registration of the XEDS data with the HAADF image at a high frame rate over multiple frames, since the drift of the specimen relative to the incident beam raster is severe at these high spatial resolutions. The 4pi system is specifically designed to optimize this performance feature. The 4pi RevolutionEDX IAS also has components and features which exceed the industry standards, e.g., 16-bit (cf 12-bit industry standard) digital-to-analog converters (DACs) for high beam positioning sensitivity and a large number of pixels (18k x 18k, cf 4k x 4k industry standard). The Government anticipates the award of a firm-fixed- price purchase order. This notice of intent is not a request for quotations; however, companies that believe they can fulfill the requirement may provide a written response to this notice and provide clear and unambiguous evidence to substantiate that capability. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
