Description
STATEMENT OF WORK FOR CONSTRUCTION SERVICES Main Building Roof Drain Pan Replacement and Warranty DEPARTMENT OF TREASURY BUREAU OF ENGRAVING AND PRINTING 14th & C Streets S. W. Washington, D. C. 20228 August 14, 2008 1.0 SCOPE 1.1 The contractor shall provide all labor, materials, equipment, tools, supplies, supervision and general construction services for the replacement of 19 existing stainless steel drain pans and the rework of their respective rain leader connection. The work applies to only the drain pans set into the soldered-joint roof, and does not include drains located in the cornice gutter system. Upon completion of roof drain work, a warranty shall be issued for all drains previously mentioned as well as for all soldered-joint and standing seam roof locations on the Main Building roof. This represents the "Headhouse", A-Wing, D-Wing and small portions of B and C Wings. Provide twice yearly inspections of warranted roof. 2.0 DOCUMENTS 2.1 Applicable Documents: The General Contractor shall comply with the current edition of all applicable practices, codes, methods and standards as prepared by technical societies and associations. In case of conflict between codes and standards of the organizations, the more stringent regulations shall govern. 2.2 Government Furnished Documents: The Bureau of Engraving and Printing shall provide the following: - 1 electronic copy of existing as-built drawings and specs of previous project titled, "Main Building Roof Replacement". The drawings will be provided for informational purposes only. The specifications will provide contractual direction for the project. 3.0 REQUIREMENTS 3.1 The Contractor is required to complete this contract (including all punch list items) within one hundred eighty (180) calendar days after notice to proceed. 3.2 The following are additional requirements, clarifications, or changes to the requirements contained in the enclosed specifications and drawings: 3.2.1 Provide Tremco Performance Warranty (TPW) for roof as described in the Statement of Work scope (section 1.1). The response time, after BEP notification of water leak, shall be no greater than 24 hours. The performance period of the contract shall be for five years. 3.2.2 Provide twice yearly inspection and written reports of findings. 3.2.3 The replacement drain pans shall have welded edges and meet all other spec requirements. 3.2.4 The rain leaders shall make a solid connection, as opposed to the current slip connection. 3.3 The following milestone dates should be incorporated into the contractor's schedule. (Failure to meet the milestone dates requested may result in the termination of the contract.) 3.3.1 Within ten (10) calendar days after Notice to Proceed, the contractor shall provide to the BEP a submittal schedule and which fixes the dates for submission of Shop Drawings, Product Data, and Samples. 3.3.2 All Shop Drawings, Product Data and Samples shall be submitted to the BEP within forty-six (46) calendar days after Notice to Proceed. The BEP will provide the Contractor with written comments within 14 calendar days after receiving each submittal. 3.3.3 A complete list of all General Construction Contractor personnel shall be submitted to the Contracting Officer prior to commencement of "on-site" work. The list shall include the employee's name, social security number (SSN), date of birth (DOB), and place of birth. This information is required so that Office of Personnel Management can set up access to the OPM website that will be used by the employee so that his application for a security clearance can be started. After the application has been completed on-line, by the applicant, the fingerprints may be taken and the remainder of the required security application can be processed. Allow at least four (4) weeks, prior to commencement of "on-site" work, for security approval. 3.3.4 The Contractor shall submit a construction schedule within ten (10) calendar days after Notice to Proceed. The construction schedule shall be prepared in terms of calendar days (not working days). Once the construction schedule is submitted by the Contractor and approved by the Contracting Officer, no lateness in the schedule shall be tolerated without the Contracting Officer's approval. 3.3.5 A pre-construction meeting shall be held within ten (10) calendar days after award of contract. During the construction, the Contractor shall attend all weekly construction progress meetings. The meeting schedule and place will be discussed in the pre-construction meeting. 3.3.6 The contractor shall submit a "Safety and Fire Prevention Plan within ten (10) calendar days of award of contract. After approval of the plan, a construction permit shall be issued by the Bureau of Engraving and Printing for construction. 3.4 Protection of Existing Property: 3.4.1 Before beginning any demolition work, the contractor and the Contracting Officer's Technical Representative shall carefully survey the site and examine the drawing to determine the extent of the work. The Bureau of Engraving and Printing will take photos of the construction area to serve as a record of the existing conditions. During the construction, the contractor shall take all necessary precautions to avoid damage to existing items that will remain in place or be relocated by the contractor. All items damaged by the contractor will be repaired/replaced at no additional cost to the Government. Repair/Replacement of damaged Bureau of Engraving and Printing property is subject to approval by the Contracting Officer. 4.0 GENERAL INFORMATION 4.1 All contractors bidding for this contract will be informed of the date for the pre-bid meeting and site tour at the Bureau of Engraving and Printing. Any questions regarding the bidding documents shall be submitted in writing to the Bureau of Engraving and Printing 48 hours prior to the meeting. Responses to all questions will be provided in writing to all Contractors within seven working days of the receipt of all contractors' questions. 4.2 The Contracting Officer must approve all work that is beyond the scope of this task order. 4.3 Any questions concerning this project shall be directed to the Contracting Officer, Rick German at (202) 874-3248. --END OF STATEMENT OF WORK--
