Description
The Bureau of Land Management (BLM), Oregon State Office, plans to award a sole source purchase order to Columbia Body Manufacturing, 10037 SE Mather Road, Clackamas, Oregon 97015, to provide 3 EA. Heavy Duty Double Wall Logger Concave Dump Body 10/12 yd. Body model # L168C34F188-HL. In addition to supplying them, the following will be required:TECHNICAL SPECIFICATIONS: GENERAL - Furnish and mount the Heavy Duty Double Wall Logger onto to a Government-furnished chassis. The chassis will be delivered to Columbia Body Manufacturing ; the Government will pick up the chassis once completed. These units must accept the existing slip in water tanks of the BLM fleet. SPECIFICATIONS - Body model # E168S35F188-HL, Elliptical dump body with the following salient features: Body: Furnish and mount the 1) Dimensions shall be 14' long by 7'0" inside 34" tall water level. 2) Body dimensions are critical to accept existing BLM slip in water tanks. 3) Floor material will be 3/16" AR400 with 4" radius corners. 4) Inner side wall shall be 3/16" A572-50. 5) Outer Side wall shall be a concave panel 12ga A570. 6) 8" x 4" x.188" Grade B tubing long members and will be stitch welded to floor and side panels. 7) Frame buffer pad of rubber vulcanized to 2-1/2" wide steel strip of 11ga A570 total height to be 5/8" and stitch welded to long member. 8) Rear channel shall be formed 1/4" A572-50 steel 8-1/4" ID web with 3" flanges and gusseted to long members. 9) The floor support shall be 3"x 4.1 lb channel. 10) Cross members between to front and rear of the body is unacceptable. 11) 3/16" A572-50 steel dash panel. 12) The Rear corner posts shall be constructed from 3/16" A572-50 steel with high mount rear facing marker lights and two stop/tail/turn lights in each post. Sideboards: 1) The dump body shall provisions for 4 x 8 Douglas fir sideboards. 2) Sideboards shall be provided with dump body. Cab guard: 1) Cab guard material shall be 10ga A607-50 with 3/16 side support arms.2) The cab guard shall be no wider than the truck cab and extend 24" forward of the dump body. Tailgate latch : 1) The tailgate latch assembly will be an over center design.2) Tailgate latch cylinder to be MGM 5004013 air open spring lock. 3) Trip rod to be 1" round AISI 1018 cold finished supported by four ?" grease type bearing blocks. 3) Bearing blocks shall not be attached to floor of the dump body and have a minimum clearance of 1-1/4" from the bottom of the floor. 4) The latch hooks shall be flame cut 1/2"A570-50 steel. 5) The latch hook pivot points shall be set inside the rear corner post for protection. 6) Each latch hook shall have an adjustable two-clevis linkage. Hydraulic high lift tailgate: 1) The 3/16" AR 400 steel tailgate plate shall be 44" tall and framed with 3"x 3"x.120 A500 grade B tubing, center rib reinforcement, and angle rock deflector on top. 2) One center mounted roll gate shall be installed in the tailgate. 3) Tailgate hinge arms will be 1" A514 (T1). 4) Tailgate hinge pad ears will be ?" A514 (T1). 5) Heavy duty double keyholes for spreading with grab handles shall be mounted above the lower tailgate cross tube. 6) Spreader chains shall be 3/8" high test DOM. 7) One D-ring lift eye shall be welded to the outside of the top tube. 8) License plate mounting bracket shall be mounted on the upper left corner the tailgate. 9) The High lift tailgate enclosures shall be fabricated from 3/16 A572-50. 10) The lift cylinders will have a 3" bore with a 10" stroke. 11) High lift tailgate assemblies shall be mounted on top of the body top rail enclose the lift cylinder.12) High lift tailgate enclosures will pivot forward on a grease type hinge this hinge will include cylinder mount. 13) The tailgate hinge arms will be recessed as not to extend above the top of the high lift boxes. 14) High lift tailgate will include self-aligning guides. 15) High lift hinge pins will 1-1/2" AISI 4140. 16) The hydraulic pressure hoses shall be #6" and will be enclosed by the high lift box. 17) Hoses will be routed in a manner to be enclosed by the rear corner posts and top rail of the dump body. 18) The high lift tailgate hydraulic circuit shall have an adjustable needle valve flow control. A-frame hoist mount: 1) The inside of the dump body shall be free and clear of any hoist mounting obstructions. 2) Dump body shall have front mount A-frame hoist bail assembly. 3) The hoist cylinder shall be freestanding forward of the dash panel. 4) The A-frame and hoist assembly shall mount free and clear forward of the dash panel. 5) The A-frame mounting arms shall be 1"x 3-1/2" A572-50 high tensile steel. 6) The A-frame assembly shall be fabricated from 3/8"x 3" A572 high tensile steel. 7) The lower A-frame bearings blocks shall have screw in grease fittings. 8) The lower mounting pins shall be 1-1/4-inch AISI 4140 turned, ground, and polished. 9) The upper hoist bearing blocks shall be 1/2-inch A572-50 high tensile steel. 10) The upper hoist pin shall be 1-1/4-inch AISI 4140 turned, ground, and polished. Steps: 1) Three access steps and one grab handle shall be provided on each side the dump body near the truck cab. 2) One inside dump body step shall be provided at each front corner. Fenders and Flaps: 1) Body fenders shall be full length constructed from 12ga A607-50. 2) Mud flaps black in color shall be installed in front and behind drive axle tires. 3) Mud flaps black in color shall be installed in front of the lift axle. 4) Spray guards shall be 5/16 belted rubber mounted on both sides of the dump body. Chassis installation: Truck chassis hitch shall be equipped to tow a 50,000 lb trailer: 1) The hitch package shall be a low mount design. 2) The hitch shall be set @ 24" and 4". 3) The trapezoidal hitch plates shall be formed 1/2-inch A572-50 minimum. 4) The center bulkhead plate will be 3/4-inch A-572-50 minimum. 5) The air pintle hitch will be Premier model 370A-281B. 6) Two safety D-rings shall be 1-inch and mounted under hitch. 7) The hitch will be covered with a rubber flap to shed rock and dirt. 8) Glad-hands and electrical connections shall be routed to hitch area and recessed to prevent damage. 9) A removable 2" chip bar shall be installed under the hitch with 1/2" support arms.10) Final chip bar location to be determined by the BLM end user before locating. Body hinges: 1) The body hinges shall be greaseless design (CAT D7E pins and bushings). 2) The hinge pins shall be 1-7/8-inch. 3) The hinge bushing assemblies shall be full wrap design. 4) The hinge bearing blocks shall be 1-inch A572-50 high tensile steel. Hydraulics: 1) Hydraulics will allow the operation truck hoist and high lift tailgate. 2) The PTO shall be a Muncie Hot Shift (CS8SU6807A3KX) mounted on a Fuller RTLO14918B (107%). 3) The hydraulic pump shall be Parker # P50A342AL2525. 4) The hydraulic control valve shall be Parker # DVA35A880MRV2SV8SV8TR99. 5) The valve section that controls the truck hoist shall have an over run limit with an adjustable linkage. 6) The hydraulic tank shall be a round steel 25-gallon. 7) The hydraulic system will operate @ 2,000 PSI. 8) The hydraulic pressure hoses shall have a work rating to 3,000 PSI minimum. 9) Hydraulic pressure fittings shall be JIC 37 degree and O-ring boss. 10) The suction line shall be 1-1/2-inch with a full flow ball valve shut off. Hoist cylinder and mounting: 1) The hoist cylinder shall be single pyramid mount Custom Hoist model 64-764-135 with a 56,000LB lift capacity @ 2,000 PSI. 2) The hoist mount shall be over frame type with 3/4-inch bearing blocks and 2-inch AISI 1018 lower pin. Cab controls: 1) The hoist controls shall be a single lever Felsted mounted inside cab to the right side of the driver and control the truck hoist. 2) The control tower shall include switches for PTO, truck tailgate, high lift, and spare trailer gate. Safety prop and miscellaneous: 1) Body Safety Prop shall be mounted on the left side of chassis. 2) Shovel and ax holders mounted on the front panel between the cab and dump body. 3) A steel tool box 18 x 24 x 24 shall be mounted on the driver's side frame rail. 4) The tarp system shall be Pull-Tarp with a S9 housing and A2 asphalt tarp. Electrical: 1) Isolate all electrical circuits installed by body builder from truck chassis with a continual duty solenoid and six-section fuse block. 2) Truck-Lite 50 series sealed wire harness lighting system. 3) Truck light LED 60 series stop, tail, turn lights, and LED10 series markers shall be installed in the dump body. 4) Two Truck-Lite LED 60 series stop, tail, turn lights, one back up will be mounted in a removable cover plate below the hinge angle. 5) Back up alarm to be 102db. 6) Wiring shall be stranded copper, aluminum wire is not acceptable. 7) Wire insulation shall be cross-linked polyethylene. 8) Wire shall be sized so that the voltage drop for the wire run is less than 5 percent. Wiring for lighting on the truck bed shall be no smaller than 14 gauge. 9) Wiring shall be routed to minimize exposure to tire throw-off. 10) Wires shall not be routed closer than 6 inches from heat sources.11) Wires shall not come in contact with moving parts. 12) Wires shall be protected from sharp edges. 13) Self-stripping wiring connectors (scotch locks) shall not be used. 14) Lighting and reflectors shall comply with FMVSS 108. Welding: 1) Excessive distortion of assembled parts in not acceptable. 2) The dump body and other fabricated components shall have good welds. A good weld will have proper penetration and be relatively uniform in appearance. 3) All welds shall conform to or exceed American Welding Society Standards and shall provide a metal to metal bond, with adequate penetration using proper flux and or welding materials. 4) Down hand welds are not recommended for ten gauge or thicker material. If down hand welds are used they shall have proper penetration. 5) Some characteristics of an unacceptable weld are the following: cracks, undercut, overlap, excessive splatter, slag entrapment, inadequate penetration, excessive distortion, blowholes, and inclusions, excessive porosity, concave or convex. Air system installation: 1) All air hoses shall be DOT approved. 2) The bend radius of airlines shall be not less than the manufacturer's recommended minimum. 3) Airlines shall not come in contact with moving parts. 4) Airlines shall not be routed through holes or across sharp edges without protection from being chafed or cut. 5) Airlines shall be adequately clamped or tied to supporting structures. 6) Airlines routing shall be so that low points are minimized. 7) Hoses shall be of sufficient length to prevent stretching, distortion, or disconnecting. Paint: 1) Allmetal surfaces to be free of contaminates the may cause loss of adhesion. (Grease, oil, etc.) 2) The first primer undercoat shall be a metal-etching primer (DuPont Met-o-loc). 3) The second primer undercoat shall be epoxy base, lead, and chromate free. 4) Film thickness shall be 2.0 mils or greater dry using DuPont #934s low VOC high solids epoxy primer. 5) Topcoat shall be DuPont Centari 5000 cloud silver V0217MV. 6) Topcoat shall be Low VOC high solids acrylic urethane with a film thickness of 3 to 5 mils. 7) Substrates must be between 50 and 110 degrees in a controlled environment during the primer and paint application. 8) Compressed air supply must not exceed 20% humidity during the spray process. Manuals: 1) Body builder shall supply one owner's manual with each dump body. 2) The manual shall include information about the safe operation of the dump body. 3) Shall also include parts information and electrical and hydraulic schematics. DELIVERY: The units shall be prepared for shipment consistent with standard commercial practice and in a manner that will ensure arrival at the installation destination, 10037 SE Mather Road, Clackamas, Oregon 97015, in a satisfactory condition and be acceptable to the carrier for safe transportation at the most economical rate. The Contractor may use its own practice providing it fulfills these requirements. The machines will be fully serviced and ready for final inspection and operation. Descriptive literature or other documentation verifying compliance with specifications; (a) design; (b) materials; (c) components; (d) performance characteristics; and (e) methods of manufacture, assembly, construction, or operation. 2) Proposed delivery schedule; 3) Warranty information; 4) Repair and parts availability; 5) Price per Dump Body installed on the Government-furnished chassis. 6) References from other customers, including names and telephone numbers. This acquisition is considered a Commercial Item and is set-Aside for small business. The NAICS code is 333120 size standard is 750 employees. All parties who possess the capability to provide the listed items and perform the named installations may submit a quote to the BLM referencing solicitation number HAQ084595, via fax (503)808-6312 or email: Andres_Arredondo@blm.gov by noon September, 15 2008, local time (PST). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
