Description
NASA/GSFC has a requirement forA.Material: fused silica (Corning 7940 or equivalent).B.Super polish all optical surfaces to < 0.75 Angstrom rms. All others to befine ground.C.Surface quality: All optical surfaces to have Scratch/Dig of better than 10/5over clear aperture per MIL-0-13830.D.Transmitter wavefront better than lambda/20 at lambda of 632.8 nm.E.Chamfer all edges 0.250.13mm (or 0.0100.005) x 45.Surface A Chamfer to be polished.Surface B Chamfer to be fine ground.F.Parallelism < 5 arc minutes between Surfaces A & B.G.Operating wavelength: 1064 nm 1 nm.H.Temperature - Storage: -54C to +90C; Operation: -30C to +90C. I.All coating to be deposited using ion beam sputtering (IBS) where applicable.J.Adhesion per MIL-C-675C (Scotch tape test).K.Durability per MIL-C-675C (Eraser test).L.Damage threshold > 20 J/cm2 at 10 ns nominal pulse width and 10 Hz +0.0/-0.5Hz repetition rate and 1064 nm wavelength. M.No pitch or polishing debris on barrel or chamfer.N.Chamfer is to be uniform and free of chips and cracks.O.Check for pitch or edge under >50X magnification. P.Fine ground all non-polished surfaces with 9 m loose abrasive if applicable. Q.Non-recurring engineering as necessaryR.Additional requirements (will be uploaded in table format)NASA/GSFC intends to purchase the items from Advanced Thin Films that was found to be theonly supplier that can meet or exceed the requirements GSFC puts on the EngineeringDevelopment Unit (EDU) optics such as output couplers, Risleys, tilt plates, porroprisms, and turning mirrors. Advanced Thin Films has a proprietary technology to producethe required optical surface quality. This determination is pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 19, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
