Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Command, Center for Health Care Contracting has a requirement for a Scanning Electron Microscope. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Document # W74MYH82240751 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. This acquisition is a small business set-aside under NAICS code 334516 and the small business size standard is 500 employees. The delivery date for this item is 60 days ARO. The requirements in this solicitation are: CLIN 0001, (1 ea) Scanning Electron Microscope. CLIN 0002 (2 ea) Operating and Maintenance Manuals for the Scanning Electron Microscope. Federal Acquisition Regulation (FAR) Clause 52.211-6 Brand Name or Equal applies to this acquisition. CLIN 0001 Salient Characteristics are: (1) The scanning electron microscope shall be of bench-top design with physical dimensions not greater than 20 wide x 20 deep x 20 high; (2) shall have a magnification range of not less than 10x to 20,000x. (3) shall have an image resolution of at least 5nm; (4) shall operate using either high-vacuum or low-vacuum modes; (5) shall allow for accelerating voltages of (at a minimum) 5 kV, 10kV, and 15kV; (6) shall have a specimen stage with manual control of X and Y positioning and shall have an adjustment range of at least 35 mm and 70 mm in diameter; (7) shall accommodate sample specimens up to 50 mm in thickness and 70 mm in diameter; (8) shall allow for imaging using either secondary electrons or electron backscatter; (9) shall have both automatic and manual control of focus, contrast, and brightness adjustments; (10) shall operate using 120 volt/60 Hz electrical service; (11) shall have a rotary pump sufficient to produce the level of vacuum required by the scanning electron microscope; (12) shall have an electron gun with filament and Wchnelt integrated grid; (13) shall require no specimen coating or drying prior to imaging; (14) shall be supplied with a computer and all necessary hardware and software required for instrument operation; (15) the operational software shall have a pre-stored parameter files to allow for automatic set-up of repeated imaging of the same or similar specimens; (16) the operational software shall store images in either TIFF or JPEG format. Vendors shall comply with FAR 52.211-6 if submitting other than the Brand Name product. Delivery by 30 November 2008, shipping shall be FOB destination to the Armed Forces Institute of Pathology Washington, DC 20306. Evaluation Process: All proposals will be evaluated in accordance with the following criteria: Technical Capability (compliance with the requirements of FAR Clause 52.211-6 if vendor offers and Equal Product) and Price, with Technical Capability being significantly more important than Price.
