Description
The Office of Preparedness and Emergency Operations, through Strategic Acquisition Services (SAS), Program Support Center (PSC), intends to award a 24 month sole source contract using simplified acquisition procedures to the American College of Emergency Physicians (ACEP), P.O. Box 619911, Dallas, Texas 7526. Anticipated date of award is 9/25/08. The purpose of this sole source contract is to support the mission of the Office of Preparedness and Emergency Operations by performing the following tasks; TASK 1: The contractor shall meet with relevant ECCC staff to review and clarify the goals, objectives scope of work (methods, work plans, deliverables) and delivery schedule for this contract, to delineate further roles and responsibilities, and to establish communication protocols. TASK 2: The contractor shall select a group of three (3) to five (5) persons that are board certified in Emergency Medicine for at least five (5) years to serve in the role of a fellow assigned to the Emergency Care Coordination Center (ECCC) for 1 year. TASK 3: The contractor shall provide a list of the selected group of participants for review by ECCC and in collaboration with the ECCC make the final selection of a candidate (hereafter referred to as the fellow). TASK 4: The fellow shall deliver a monthly progress report in electronic format within ten days after the end of the month being reported which shall: •describe accomplishments to date, remaining activities to be completed and the status of the project; •describe significant problems encountered or that are anticipated and their impact on the schedule of the project, or if severe enough, on the overall ability to accomplish the project’s goal; •include the Fellow’s plans to deal with any identified significant problem and if appropriate, new delivery or completion dates shall be proposed and revised resource estimates included; •include data on planned versus actual completion of major tasks; •include a brief discussion of substantive accomplishments to date; •include a monthly time management report; and •include activities planned for the next reporting period. TASK 5: The fellow shall assist the ECCC with the initial and ongoing assessment of the nation’s daily emergency care status, including prehospital (EMS) and hospital (emergency department) care and responding to critical emergency medical care issues related to the delivery of EMS and emergency healthcare services, and preparation of high level briefs on specific issues. TASK 6: The fellow shall serve as an advisor to the director of the ECCC by providing review of scientific literature and observations of the emergency medical care field and by providing guidance and recommendations regarding the status of research and policy needs in the area of emergency medical care that recognizes emerging gaps in policy, operations or research and prepare strategies to address these issues through collaboration with various Federal, State and Local entities. TASK 7: The fellow shall assist in the planning, development, implementation, coordination and administration of programs in support of emergency medical care, including the preparation of issue papers, agreements, reports and other related documents such as correspondence and memoranda for the record that provides technical assistance related to emergency care involving regionalization, research, workforce issues, training programs and emergency preparedness issues. TASK 8: The fellow shall conduct research or analysis in an area related to emergency care preparedness and response, which will lead to publication in of the research in a peer-review journal or other publishable formats as determined. TASK 9: The fellow shall present a draft of research or analysis findings to the Assistant Secretary for Preparedness and Response (ASPR) staff and revise the Final Report as needed based on feedback at the presentation. TASK 10: The fellow shall provide a final report of research or analysis which shall include: 1) an executive summary; 2) background; 3) description of issues or methods; 4) results; 5) conclusions; 6) final products; and 7) recommendations and next steps for future research in this or related areas. TASK 11: The fellow shall produce the report described in task 10 in Word format, designed and drafted to be accessible to a wide audience and disseminated through multiple outlets. In addition, this report shall include an accompanying executive summary in PowerPoint format. TASK 12: The fellow shall work with ASPR staff to produce a peer-reviewed journal article, highlighting the major findings of this research. It is anticipated that the fellow shall serve as lead author and the other HHS key participants, shall participate as co-authors for the journal manuscript. The fellow will work four (5) days per week at HHS and, if desired, will be released for one(1) day a week to work in a clinical setting practicing as an Emergency Physician. The number of hours or number of staff can increase at any time based on HHS needs. In the event that additional hours are required, changes will be made via modification(s). It is anticipated that this requirement can be accomplished with an Emergency Physician with expertise in the related to emergency preparedness and response. Period of Performance: 24 months from date of award The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
