- SMC SLG/PKM, located at Peterson AFB, CO will award a follow-on sustainment contract in support of Air Force Sspace Command's MILSATCOM Program Office, Peterson AFB CO. This contract will provide for sustainment and support of all the GBS, including Air Force, Navy, Army, and other Government requirements, including systems, support systems, subsystems, and components, as well as operations and maintenance, sustaining engineering, software support and new GBS sustainment requirements and upgrades. This requirement includes services, modifications, and spares. MILSATCOM is a system of systems that provides balanced wideband, narrowband and protected communications capability for a broad range of users acorss diverse mission areas. This is a follow-on effort to the existing Milstar sustainment contract currently performed by Raytheon Company, Reston, VA. However, interested parties must submit an unclassified Statement of Capability (SOC) within 20 days of this announcement demonstrating proven capability, past program experience, and knowledge to perform sustainment on GBS programs. The SOC shall not exceed 10 one-sided pages in length. Responses must be submitted by e-mail in electronic form in MS Word 98 or higher or, PDF format. All responses must conform to 8.5 by 11 inch pages, with font no smaller than 12 point. The basic period of performance is for one year with 1 one-year option and will begin in Oct 09 lasting through Oct 11. The projected Request for Proposal (RFP) release date for this effort is 6 Mar 09. This synopsis is for information and planning purposes only; it does not constitute a RFP. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any cost associated with the submission of an SOC. Information received will be considered solely for the purpose of determining whether any prospective credible source other than the incumbent exists. The Ombudsman does not diminish the authority of the program director or contracitng officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of porposals or in the source selection process.
