Description
The Department of Health and Human Services intends to negotiate a firm fixed price or labor hour contract with the Mailman School of Public Health, Columbia University, 215 West 125th Street, Suite 302, New York, New York City 10027; for a period of one year with no option periods. The requirement is being conducted on a sole source for professional services to synthesize the evidence for or against various interventions and their impact on successful countermeasure distribution in facilitating resiliency by providing critical literature reviews, categorize, and evaluate literature surrounding the best practices associated with models of (1) medical counter-measure distribution and (2) enhancing individual and community resilience in the face of disasters under Other than Full and Open competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Sole source determination is based on the need for Disaster Preparedness professional analysis for best practices in Countermeasures and Resiliency. The Mailman School of Public Health, Columbia University is an authority in the field and study of national and international emergencies, terrorism readiness, public health training and disaster preparedness. The National Center for Disaster Preparedness 2007 overview of public health disaster response and recovery research has been cited by the Center Disease Control and other federal authorities as a starting point to develop a research agenda which embraces the uniqueness of this area and the need to potentially redefine how the science of disaster response and recovery should advance. Delivery shall be FOB Origin and be completed in one year from 9/30/08 to 9/29/2009. The North American Industrial Classification system (NAICS) code for this acquisition is 541990, and the size standard is $6.5 million. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to WILLIAM.LI@psc.hhs.gov. The government will consider responses received by 4:00 p.m., EST, 09/19/2008. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
