Description
The National Labor Relations Board (NLRB) intends to solicit and negotiate on a sole source basis with Electronic Online Systems International (EOSI), under the authority of FAR 6.302-1. In January 1995, NLRB searched cost-effective ways to convert library’s collection into a machine-readable format for the purpose of accessing this data electronically. Data Trek, library automated system, was purchased to support reference, circulation, opac, and cataloging activities. In 2000 Data Trek merged into EOS International and upgraded our Professional Series to GLAS (Graphical Library Automation System). GLAS is a comprehensive library information system for small to mid-sized libraries. GLAS, the library’s current catalog software, is no longer being developed, and the hardware will not be supported. The push is on to convert GLAS users to EOS.Web e-Library Service, a web-based fully hosted solution. The rationale for upgrading/migrating from one system to another is for increased functionality of library’s information system for the benefit of end-user, and affordability. Library Staff and NLRB users would access the system via the web, and which offers all the standard functions typical of a library automation solution. The current promotion cost to migrate to the new EOS system is the same price as our current annual software maintenance and support fee to GLAS. Software Modules Required Vendor will provide a fully web-based hosted solution built upon Microsoft.NET technology platform. Vendor must be a certified GOLD Microsoft Partner and offer a Citrix-free hosted environment. Web OPAC Web OPAC will allow patrons and staff to place holds, search and explore library collections from remote locations via the internet, thereby saving patrons from having to plan a trip to the library. Cataloging Cataloging will allow one to catalog from any location via your browser, complete with the functionality needed to add, view, delete or edit a record. Plus, library staff must have the capability to view records and conduct cross library searches similar to the public. Ideally, the system will provide a notes field, which enables you to digitally enhance existing bibliographic information with abstracts or links. MARC editing functions should be included in the cataloging module. The MARC editor should provide MARC-labeled editing screens for importing, exporting, adding and maintaining bibliographic records, complete with the display of valid MARC codes. Circulation Circulation features should provide intuitive circulation desk functions designed to facilitate the viewing and editing of both patron and item information in a logical fashion, improving service to patrons. NLRB needs to easily check in/out multiple items with fewer clicks from the circulation desk in the library, or from a wireless bookmobile. NO SOLICITATION OR REQUEST FOR QUOTATIONS (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of satisfying NLRB's requirements may submit a written capabilities statement, which will be considered for furture requirements. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
