Description
The U. S. Department of Commerce/National Oceanic Atmospheric Administration/NESDIS intends to negotiate with the Naval Post Graduate School (NPS) on a sole source basis, under the authority of 41 U. S. C. 253 (c)(1)., only one responsible source. In mid April 2006, the National Oceanographic Data Center (NODC) received funds from the NOAA Pacific Region Integrated Data Enterprise (PRIDE) project office to develop a strategy for interpolating 'n-situ temperature and salinity observations from irregularly distributed observations in time and space into gridded fields. In September 2006, order number DG133E-06-SE-5028 was awarded to the Naval Postgraduate School (NPS) to enhance the so-called Optimal Spectral Decomposition method (OSD) and produce gridded temperature and salinity fields that meet with NODC's requirements. The OSD is solely developed by NPS and is unique. It is essential to NODC's mission that a follow-on requirement is awarded with NPS, because of their ability to provide their unique expertise in the technology that fully meet NODC's requirements. The purpose of this order is to continue developing, testing, and assisting NODC in installing the Optimal Spectral Decomposition (OSD) software at NODC and ultimately to produce monthly temperature and salinity maps of the Pacific Ocean by the end of the performance period. Specifically, the NPS will: A. Provide OSD method software to process temperature (T) and salinity (S) data from the NODC's Global Temperature-Salinity Profile Program (GTSPP) data sets. B. Develop a strategy to extract ocean profiles from the Navy's Master Oceanographic Observational Data Set (but not in the GTSPP data base) and incorporate with the profiles from GTSPP in the OSD calculation for producing the monthly gridded T-S fields. C. Produce monthly averages and anomalies of the gridded T and S maps of the ocean areas in the vicinities of the Pacific Islands from 1990 to 2006. D. Assist NODC in installing and testing the OSD software at the NODC computer. The deliverables and reporting consist of: Month 3 from date of award - Observational Data Set with the NODC Argo/GTSPP data Month 6 - Begin to generate 4-dimensional monthly averages and anomalies of temperature and salinity fields of the Pacific Ocean from 1990 to 2006 and complete. Month 9 - Assist NODC in installing and testing the final version ofthe OSD software at the NODC computer Month 12 - Complete the final OSD software installation at NODC Deliverables 1. Monthly Temperature and Salinity gridded climatology's from 1990 to 2006. 2. The final version of the OSD software. 3. Final project report No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not to open up to competitive procedures.
