- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and the procedures in FAR 12 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written quotations are being requested and a written solicitation will not be issued. Solicitation number DG133F-08-RQ-0437(GJB) is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is a total set-aside for Small Business. The associated NAICS code and small business size standard is 335929 and $1,000, respectively. The Small Business Competitiveness Demonstration Program does not apply to this acquisition. The Government intends to procure from Lloyd's MIU on a sole source basis purchase of Subscriptions to a Registry of Vessels. 1 user license for License Specifications: Lloydsmiu.com Option 4 - Vessels, companies, Movements & places to include AIS with 3 additional Licenses: Lloydsmiu.com as defined in the statement of work as follows: STATEMENT OF WORK Organization. This task is for National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Law Enforcement (OLE) Headquarters. Background and Objective. Headquarters OLE, located in Silver Spring, Maryland, provides support for all NOAA law enforcement activities. The objective is to purchase subscriptions to a registry of vessels involved in international commerce, including the harvest of living marine resources and the transportation of those products. SERVICES REQUIRED Task Description: 1.1 Four (4) subscriptions to vessel registry database which contains For vessels greater than 99 gross tons information on all registered vessels (at least 120,000 vessels) including o Name and former names o Call sign o IMO number o MMSI details o Current status including latest position, destination and all records of inspections detentions, and casualties o Link to ownership information Information on companies involved in the shipping industry ( at least 163,000 companies) including: o Company name o Industry sector o Country o For companies listed as Ship Owners/Operators/Managers full fleet details and attachments to other companies. Information on commercially active ports (at least 2,800) including: o Basic and comprehensive lists of port capabilities o Names of vessels currently entering or departing the ports Casualty data to include reports of registered vessel reported casualties since 1990 which can be searched by o Words or phrases o Date ranges o Subject Global AIS including: o 2417 live coverage o At least 62,000 commercial vessels covered o Coverage in at least 100 countries o Live coverage in over 6,900 ports and terminals o Ability to filter AIS data by type, classification, flag, gross and deadweight tonnages. o Ability to view AIS data side by side with registry data. ADMINISTRATIVE CONSIDERATIONS Billing of Performance Department of Commerce, National Oceanic and Atmospheric Administration National Marine Fisheries Service, Office of Law Enforcement 8484 Georgia Avenue Suite 415 Silver Spring, MD 20910 Duration of Task: One (1) year access Lloyd's MIU is the only source known to NOAA for this requirement. All responsible sources may submit a capability statement or quotation which shall be considered by the agency. The capability statement to include descriptive literature must be in sufficient detail to demonstrate that the responder can fulfill this requirement. A determination by the Government not to compete this requirement based upon responses received in response to this notice is solely within the discretion of the Government. Place(s) of delivery and acceptance Silver Spring, MD and FOB point Destination. The provision at 52.212-1 Instructions to Offerors-Commercial, applies to this acquisition without any addenda. The provision at 52.212-2 Evaluation-Commercial Items, applies to this acquisition. The following evaluation criteria is to be included in paragraph (a) of that provision: technically acceptability of the quote, past performance, and price. Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5,, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, and the following additional FAR clauses cited in the clause are applicable to this acquisition: FAR 52.219-6; 52.219-28; 52.222-3; 52.222-3; 52.222-26; 52.222-36; 52.222.50; 52.225-3; 52.232-33; 52.239-1. The Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition. Written responses to this notice are due no later than 10:00 a.m. EST on September 18, 2008 to the individual and address identified in this notice. E-mailed responses are authorized, but it is up to the vendor to make certain that the email was received.
