- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is W91ZRS-08-T-0008, Request for Proposal. The North American Industry Classification System (NAICS) Code is 423720, size standard is 100 Employees. The offeror must include a statement regarding the size of the business. The purpose of this requirement is to procure and install a water heating solution for the Maintenance hangar, building 10001, Rooms 140,141, 202, 204, 249, 250, Bradley ANG Base, 100 Nicholson Road, East Granby, CT 06026. The offeror shall provide all labor, tools, equipment, supervision, expertise, transportation and parts necessary to provide complete installation, inspection, service, and repair services in accordance with boiler system warranty, as defined for various Boiler systems located on Bradley ANG Base, 100 Nicholson Road, East Granby, CT. The work includes inspection, maintenance, warranty, equipment repairs, and operational testing of all repairs accomplished. The work shall include a warranty of all parts and workmanship performed for a period of 12 months from completion of contract period of performance. The following Federal Acquisition Regulations (FAR) and its supplements DFAR and AFAR provisions and clauses apply to this acquisition; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; 252.204-7004, Required Central Contractor Registration; 52-232-33 Payment by Electronic Funds Transfer; 52-212-1 Instructions to Offerors - Commercial Items. The Government anticipates award of a firm-fixed price contract and award will be made on the basis of best value to the Government; price, technical & past performance. Technical factors include past performance and technical considerations, which are of equal value when combined, price will be considered equally significant. To receive an award of contract the Offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on line at http://orca.bpn.gov. You will need your DUNS number and your CCR number in order to register to the Online Representations and Certifications (ORCA) website.
