- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Fort Carson intends to award a Firm-Fixed-Price Contract for Concrete Target Positions and Mafia Blocks. The North American Industrial Classification System (NAICS) code for this procurement is 327390 and the size standard is 500 employees. This requirement is set aside 100% for Small Businesses. In order to be qualified as a small business, the small business concern must also supply only items manufactured by itself or another small business in accordance with FAR 19.102(f) and the Non-manufacturer Rule. This solicitation will end on 18 September 2008, 10:00 a.m. Mountain Time. The Contractor shall propose the following Contract Line Item Numbers (CLINS): 0001 Ecology Blocks Qty 800 2ft x 2ft x 6ft, interlocking, approximate weight 3,550lbs (not architectural finished block), may have variation of dimensions by 1 inch, FOB Destination 0002 Concrete Target Positions Qty 200 In accordance with drawing and specifications, FOB Destination (please contact amy.w.franklin@us.army.mil for drawing) Delivery Instructions: 200 Ecology blocks will be delivered to range 131 (approx 15 miles south of Fort Carson) and 600 blocks will be delivered to range 145 (approx 25 miles south of Fort Carson). 100 target positions will be delivered to range 131 and 100 to range 145. Fort Carson personnel will unload the items. Delivery must be made between the hours of 0800-1530 Monday Friday. The Contractor shall call at least 24 hours prior to delivery to coordinate. The following factors shall be used to evaluate offers: price and delivery date. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. To be eligible for an award, contractor must be registered in the Central Contractor Registration (CCR) database. A contractor can contact the CCR by calling 1-888-227-2423 or e-mail at http://www.ccr.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.
