- The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with Analytical Graphics, Inc. 220 Valley Creek Boulevard Eaton, PA 19341 to provide software maintenance, support and upgrades for nine (9) existing Satellite Tool Kit Licenses for the period of 01 October 2008 through 30 September 2009. Analytical Graphics is the sole developer, manufacturer and distributer of the Satellite Tool Kit and its associated modules. No other company can provide upgrades or technical support. Though this notice of intent is not a request for competitive quotations, information received within eleven (11) days after date of publication of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 541511. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
