- Naval Air Warfare Center Training Systems Division (NAWCTWSD), Orlando, FL intends to issue a contract modification to Data Management Services Joint Venture, under contract N61339-04-D-0014, on a sole source basis until the full scope of the contract’s training instructor and management support can be solicited competitively. The modification will increase the ceiling of the contract by $9,614,293.00, from $25,000,000.00 to $34,614,293.00. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Although more than one source may be able to fulfill the requirement, this would result in an unacceptable delay of work in fulfilling the agency's requirements. An acquisition strategy is simultaneously being developed to competitively award the full scope of the requirement. The subject contract provides training, including instructional, management, administrative and technical training services in support of Naval Education Training Command (NETC) training programs at their various centers. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
