Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for engineering and technical support services to perform a benefit to cost study of the In-house Laboratory Independent Research (ILIR) and Independent Applied Research (IAR) projects at NSWCCD. This procurement is 100% set-aside for small business concerns. The NAICS code is 541330. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures, and award a Firm Fixed Price purchase order to Delta Research Co. The services involved have been performed by Delta Research for SPAWAR, NAVAIR, NUWC, and ONR. The effort under this procurement must be performed by Delta Research in such a way that the results can be compared to, and coordinated with, the studies at the other warfare centers and ONR. Award to any other source would result in an unacceptable time delay and a substantial duplication of cost to the Government that is not expected to be recovered through competition. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 23 September 2008 will be considered by the Government. A determination by the Government not to compete ! with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
