According to this plain language, everything else will be counted, including the matters requested for inclusion in appendices. Section L states that the Technical proposal shall have a: Table of Contents, Glossary, Cross Reference Matrix, and Technical Compliance Part. you can put them in your own order, keep in mind that it may be unclear to us if in a different order than as listed in the solicitation. Glossary's can be appendices QAP can be an appendix to tech volume. ONLY THE PERSONNEL CLINS NEED TO BE PRICED.
