- The Naval Facilities Engineering Service Center (NFESC) manages the Navy and Marine Corps Airfield Pavement Evaluation Inspection Program and the Roads and Parking Lots Inspection Program for Marine Bases. These programs provide pavement inspection services that provide consistent data that can be analyzed to accurately predict future pavement condition. These services enable engineers to improve pavements serviceability and reduce maintenance and repair costs. Engineering Services are required for an Indefinite Delivery/Indefinite Quantity Contract for Pavement and Materials Engineering/Inspection Services to provide support to the Naval Facilities Engineering Service Center (NFESC) Pavement Assessment Program. The contractor shall provide all personnel, labor, travel, materials, equipment, transportation, equipment mobilization, supervision and coordination to perform Pavement Condition Surveys, Pavement Load Evaluations, Void Detection under Airfield Pavements a! nd other Engineering and Inspection Services related to the work herein. Each inspection service shall be performed in accordance with Unified Facilities Criteria and ASTM Standards, as appropriate. Work may be performed worldwide, but primarily within the United States, and may require various services/products, such as technical reports, studies, site investigations, cost estimates, surveys, shop drawing reviews, construction related consultation and inspection, and other related services. Work will be ordered via issuance of task orders. The contractor may be required to support a minimum of five (5) Engineering/Inspection Services at different sites at any given time. The contractor shall use Engineering Management System (EMS) programs such as MicroPAVER and PCASE for Pavement Evaluation Design in the performance of this contract. The contractor shall arrange for required security clearance to obtain base access for the field equipment and personnel. This requir! ement is being solicited as UNRESTRICTED, and award will be made on the basis of Best Value. This requirement is for a base with four options. The NAICS code is 541690; size standard $7,000,000. The solicitation will be available for viewing and downloading on, or about, 23 September 2008. In accordance with DFAS 252.204-7004, all firms must be registered with the Central Contractor Registration (CCR) prior to award of any contract. This office does not maintain the official planholders list; it is maintained and continually updated automatically, and the list is available and may be printed from the website. Therefore, all prospective offerors and planrooms are required to register as planholders on this website. Hard copies (paper sets) or CD-ROMs of this solicitation or the planholders list will NOT be provided by the Government.
