Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is a 100% set-aside for small business concerns under NAICS Code 334516 (SIC 3826) with a size standard of 500 employees. The USACE, Engineer Research & Development Center, Topographical Engineering Center Research Division, Geospatial Applications Branch has an immediate need for a Portable, Full Range, Hi-Resolution Reflectance Spectrometer having expanded sensitivity in the short-wave infrared detector for characterizing targets in the 1.1 um to 2.5 um range. These measurements support vegetation, soils, tagging, tracking and locating (TTL) and special materials measurement. The branch currently operates two spectrometers possessing similar capabilities used for rapid, high-resolution spectral acquisition during ground / field campaigns and laboratory experimental purposes. A desirable function for the new instrument is also a rugged and field-friendly back-pack configuration coupled to a Wireless 802.11 (Wi-Fi) connectivity between the acquisition computer and spectrometer. The Spectrometer must also meet the following requirements: Spectral Range 350 to 2500 nm Resolution (Spectral): 1 to 3 nm nominal, not to exceed 8nm in the SWIR. Sampling: 1-2 nm Visible to NIR, 2 to 3 nm Short-Wave IR Scanning: Less than or equal to 100 mS Detector Suite (512 Element): Si (VIS / NIR) InGaAs NIR SWIR Data Input: Fiber Optic 8 and 24 degree FOV (Collimated) Noise (Nominal): UV/VNIR 1.4 x 10 -9, W/cm 2 /nm/sr @ 700nm NIR 2.4 x 10 -9, W/cm 2 /nm/sr @ 1400nm NIR 8.8 x 10 -9, W/cm 2 /nm/sr @ 2100nm Calibration: Wavelength, Radiance, Reflectance (by NIST) Instrument specific. Wireless configuration from computer to spectrometer Ruggedized design Delivery is to be made no later than 30 September 2008.
