Quantity: Lot; U.S. Army Aviation and Missile Command, Acquisition Center intends to issue a modification to Contract W31P4Q-06-C-0274 to increase the scope of current effort of Engineering Service Hours for FY 09 and FY10. The intended scope increase will include efforts related to the functionality of the Tactical Airspace Integration System (TAIS). This is a Cost Plus Fixed Fee requirement on an existing Contract W31P4Q-06-C-0274 to be modified for FY 09/10 Engineering Services Hours with an additional requirement of 150,000 hours for FY 09 and 150,000 hours for FY10, applicable to the Tactical Airspace Integration System (TAIS). This requirement will be solicited using other than full and open competition and negotiated on sole source basis. The Government does not have rights to a technical data package including engineering, tooling, manufacturing restrictions and software. The data needed to procure these services is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications. The only known source is General Dynamics, the TAIS OEM. This item is restricted to General Dynamics C-4 Systems Huntsville, Cage Code 1VN18, 6000 Technology Drive, Huntsville AL, because this part requires engineering source approval by the design control activity in order to maintain the quality of part. Adequate technical data is not available for this acquisition. This synopsis is for notification of subcontracting opportunities. Subcontracting opportunities must be arranged between the prime and any potential subcontractors. All responsible sources may submit an offer which shall be considered by the agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation, however, the solicitation will not close prior to the date stated above.
