- Base Contract Period: July 14, 2008 through July 13, 2013. Special Notice The Cover Page section includes provision SCP-FSS-002 SPECIFIC PROPOSAL SUBMISSION INSTRUCTIONS (MAR 2008), which requires (1) that offerors provide three years of financial statements with their offers and (2) that offerors must have provided the type of professional service covered by the solicitation for a minimum of three years. Both of these requirements are now changed to two years. The changed language is in section (a) paragraph (11) and section (b) paragraph (1) of SCP-FSS-002.
