Description
The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health, Department of Health and Human Services (HHS), intends to negotiate with Northrop Grumman IT Federal Enterprise Solutions for a five-year continuation of Contract HHSN266200400041C to continue the development and growth of the influenza virus component of the BioHealthBase Bioinformatics Resource Center (http://www.biohealthbase.org). BioHealthBase is one of eight contracts awarded in 2004 as part of the NIAID Bioinformatics Resource Centers program. The purpose of the contract is to provide database and bioinformatics tools to support the analysis and interpretation of genomics data for a number of human pathogens, including the influenza virus. The continuation of the contract will focus on bioinformatics activities to support exclusively the influenza virus information and it will allow for the expansion of the BioHealthBase resource to integrate a variety of influenza research datatypes (non only genomics) in order to ultimately provide a comprehensive data and analysis resource for influenza researchers. In the past few years, NIAID has significantly expanded its basic and applied influenza research programs in order to provide the knowledge base necessary for the development of antivirals and vaccines and new and improved diagnostics for both seasonal and pandemic influenza. The NIAID-funded influenza programs and initiatives have generated and continue to generate a large amount, and a wide variety, of scientific data that will be critical for researchers in order to develop effective countermeasures for pandemic influenza and improved countermeasures for seasonal influenza. Ideally, researchers should be able to access all of this data via an integrated, publicly-accessible database. Therefore, since mid-2006 NIAID has been working intensively to improve and augment the database and informatics services provided by the influenza component of BioHealthBase. NIAID wishes to capitalize on the current bioinformatics capabilities of the Contractor to accomplish the additional data integration effort anticipated. BioHealthBase is required to 1) collect and efficiently update research data for the influenza virus; 2) establish databases that store, integrate, and annotate a large variety of experimental data types from different public and private data sources; 3) develop interfaces to the databases to allow external users to easily query, retrieve, analyze, upload, and download data; 4) develop software tools and algorithms to analyze and curate influenza virus research data. Software developed by BioHealthBase shall be made available to the scientific community with an open source license, with the appropriate tutorials and help documentation. Data generated by BioHealthBase will also be publicly disseminated to the scientific community. Outreach activities to the scientific community, hands-on training and workshops shall be provided. This is not a request for competitive proposals. However, interested parties who believe that they are capable of fulfilling this requirement may identify their interest by providing clear and comprehensive information supporting their claim. Please include contact person(s) and phone number(s), and identify the type of business, e.g. educational institution, small business, large for profit, research non-profit, etc. The Government will consider any such information received within 45 days of the publication date of this notice. A determination by the Government not to compete this requirement is solely within its discretion. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received within 45 days, the Government shall negotiate and modify the contract listed above. See Government-wide Numbered Note 22. No collect calls will be accepted.
