Description
CONTRACT INFORMATION: THIS IS NOT A REQUEST FOR PROPOSAL. The Bureau of Reclamation (Reclamation), Department of the Interior, is investigating options to re-engineer its existing computer data center located at the Denver Federal Center, Denver, Colorado. This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. The NAICS code is 541310; size standard is $4.5 million. This acquisition shall be set aside for small business. PROJECT INFORMATION: Reclamation is seeking a qualified Architect-Engineering firm (A-E) to provide a design document, complete with drawings, phases for implementation, and recommendations on cooling (the existing cooling system is end of life and scheduled for replacement), raised flooring options (a raised floor is required), electrical (future UPS (Uninterruptible Power Supply)) requirements and distribution options, and cost estimates for each area (mechanical system, floor system, electrical system). Reclamation's intent is to establish an enclosed secure self-contained production data center of approximately 2000 square feet within the existing area currently used as mixed space. The design shall be complete with drawings (dxf format on CD), bill of materials (BOM), specifications, and phased installation approach and shall be used as an implementation document for the build out and construction phases. Exact layout of equipment and the computer center in general is the responsibility of the Contractor. The constraint is there is no additional floor space available other than what space there is currently. This site is a primary data center for Reclamation and services over 6000 employees. The existing site is active, approximately 5000 square feet of floor space, and is currently a mixed data center with no designated production server area. The cooling, electrical systems, and floor system have reached end of life and need to be replaced. The current design was for a 1980's computer center and needs to be brought up to 21st century standards, especially efficiency and environmental ("green") standards. The portion of the contract price for A-E services for the preparation of designs, plans, drawings and specifications may not exceed 6 percent of the project's estimated construction cost. This limitation is statutory (10 USC 4540(b). EVALUATION FACTORS: (1) One overview document showing the design approach, schedule, data, and drawings for a similar type of project (final deliverable).(2) List of references (past performance) that can be contacted for verification designs of new or refurbished mid-tier data centers (1000-5000 square feet). (3) Examples of past energy design experience in "green" options that apply to data centers such as but not limited to equipment types, methods, free cooling, etc. (4) Documentation showing raised floor design experience and capability.(5) Documentation showing Data Center Hot/Cold aisle cooling design experience and capability. (6) Documentation on HVAC, Chiller, Cooling Tower Design experience and capability. (7) Documentation on UPS design experience and capability in greater than 125 KVA range.(8) List of Professional Engineering (PE Certified) staff and background (e.g. Mechanical, and/or Electrical, and/or Structural, etc.). (9) List certification and background for any anticipated subcontractors.(10) Business location - AE firm location in Denver, Colorado, preferred. All interested firms are invited to submit a completed Standard Form 330, Parts 1 and 2 with supplemental forms as necessary no later than close of business on October 15, 2008. Firms must address their capability and qualifications relative to the evaluation factors listed to be considered by the selection board. Facsimile or other electronically generated copies will not be accepted. Only firms that submit the forms by the deadline date of October 15, 2008 shall be considered for review of qualifications. Failure to submit SF 330 Parts 1 and 2 and supplemental documentation will render the submission unacceptable. Completed forms shall be submitted to Bureau of Reclamation, Department of the Interior, Building 56, Mail Stop 84-27810, Attention: Barbara Hayden, Denver Federal Center, 6th and Kipling, Denver, CO 80225-0001. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selection of firms for negotiation shall be made in order of preference based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria listed in this announcement. MANDATORY REGISTRATION REQUIREMENT: A firm shall be registered in Central Contractor Registration (CCR) database (http://www.ccr.gov) to be eligible for contract award.
