- This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 with a small business size standard of 100 employees. This is not a small business set-aside. The Washington Headquarter Services (WHS), Acquisition and Procurement Office, Department of Defense, 1155 Defense Pentagon, Washington, DC 20301-1155 intends to purchase Enterprise Random Password Manager (ERPM) software on a brand name or equal basis. Please see the attached Characteristics. To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified in this solicitation; clearly identify the item by Brand name, if any; and Make or model number. The offeror will include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications The software will be shipped to: OSD/CIO Logistics 621 L North Payne Street Alexandria, VA 22314-1805 The software requested will require 24/7 phone and email maintenance support. The Government will evaluate quotes and make a selection based on the lowest priced technically acceptable open market quotation meeting the specified salient characteristics. The Government is not responsible for locating or obtaining any information not identified in the offer. Quotations are due no later than 2:00 pm, Eastern Standard Time, Friday, 12 September 2008. Offers shall be submitted electronically via email to: juan.sainz@whs.mil. Email submissions must reference the Solicitation Number.
