Description
The following list of questions and answers is provided for all interested parties: Vendor Questions and Answers - 1. In order to efficiently move towards the compliance goals of Directive 8570.1-M with the training in this program, is the government considering how to accommodate mapping certification along with training to ensure their budget is used effectively? Government response - Yes. We have requested that a voucher management system be designed upon awarding of the contract. Please see paragraph 1.2.2.2. 2. The best way to address this challenge is to incorporate certification testing coordination into the contract to ensure that the contractors not only train personnel but they mentor them from the classroom too through the certification process. Is this something the government would consider incorporating into this requirement? Government response - While this would be nice to have, the government does not feel it is necessary for this requirement. 3. When releasing the RFP it is important that the vendors know what hardware will need to be provided for training. It is important that the RFP identifies the sites that will meet the requirements and which will not so that the teams may respond accordingly. Government response - Paragraph 3.1 states that the Government furnished training center will be utilized. If the vendor so chooses to supply their own hardware/software, it will be up to them to decide what is most appropriate. 4. We wanted to know if the Air Force has considered any type of training retake program for students who attend classes and are not able to successfully complete the certification exam? Government response - The AF has determined that we will only pay for one certification voucher per person, per position. There will not be a need for a retake program. 5. How does the government plan to handle certification testing for these courses and the 8570 Courses? Government response - If certification testing is required, all certifications will be handled via the voucher management system set in place upon contract award. 6. The government lists MS SharePoint on this list what type of courses is the government requesting, end user (Client) training or Portal Server Administration Training Government Response - Portal Server Administration training 7. It appears that the government wants a large group of Microsoft Product Courses, does the government want Certified Microsoft Official curriculum that comes with all appropriate licenses and courseware or does the government want non-certified material? -- Certified Microsoft Official curriculum 8. As the largest training provider of this type of training in the world and in our discussions with the other training companies in the industry we are not aware of any 8(a) firms that can deliver the list of courses included in the RFI through a public open enrollment schedule. Did the government find 8(a) firms that can meet this requirement? Government response - Through the Market Research process, the Evaluation Team found at least 2 vendors that were determined capable of satisfying the requirement. When this requirement was nominated for a competitive 8(a), the Small Business Administration accepted. 9. There is not an 8(a) corporation listed with the SBA that can deliver the majority of this training worldwide. Since this is the case the 8(a) will have to team with other organizations to fulfill the task, however, to comply with the rules of 8(a) requirements the 8(a) must deliver 51 % of the work which means that all team members will need to add points and fees which would not necessary be applicable if the 8(a) status was not a requirement. The same fees also make teaming cost prohibitive for other organizations to team with an 8(a). Government response - Through the Market Research process, the Evaluation Team found at least 2 vendors that were determined capable of satisfying the requirement. When this requirement was nominated for a competitive 8(a), the Small Business Administration accepted. 10. Are there any plans by the government to reconsider the 8A requirement and possibly make a multiple award and/or delete the 8A requirement in general? Government response - At this time, the government plans to press forward on this requirement as a competitive 8(a). 11. Are there 8A firms that have the past performance and capabilities to successfully deliver worldwide for this requirement? Through the Market Research process, the Evaluation Team found at least 2 vendors that were determined capable of satisfying the requirement.
