Description
The U.S. Geological Survey (USGS), Geologic discipline, intends to award a non-competitive purchase order to the University of California, Irvine Earth Systems Science Department of Irvine, CA for soil and soil gas analysis of carbon isotopes. The Fate of Carbon on Alaskan Landscapes project of USGS requires precise, accurate measurements of carbon isotopes in soil samples and soil-gas samples in order to estimate the rate at which carbon is decomposed from Alaskan soils. Samples must be combusted, purified, graphetized, and measured for isotopic content in highly controlled environments. For the past several years, samples from several inter-connected research projects on Canadian and Alaskan soils have been analyzed for radiocarbon through facilities at UC Irvine. In order to ensure that samples are easily comparable, analysis must be maintained at the same laboratory. The facilities at UC Irvine utilize an accelerator mass spectrometer (AMS) which is a new and unique method that allows for a smaller sample size. Many samples analyzed contain as little as 0.3 mg of carbon for analysis. The Government intends to award this requirement noncompetitively in accordance with Federal Acquisition Regulation (FAR) 6.302-1. This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to the requirement to the Contract Specialist by e-mail (rpaprocki@usgs.gov) no later than the response date shown in the announcement.
