- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the Test Program for Commercial Items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. A subsequent solicitation document will not be issued. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS/NECO (http://www.neco.navy.mil/). The RFP number is N68836-08-R-0074. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-06 and DFARS Change Notice 20050930. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 517110 and the Business Standard is 1500 employe! es. This solicitation is a set-aside for small business. The Fleet and Industrial Supply Center Jacksonville Florida requests responses from qualified sources capable of providing Base Communications Office, New Orleans and its outlying sites with telecommunications support services for Commercial Trunking Services. The purpose of this announcement is to solicit SMALL BUSINESS contractors interested in submitting an offer to provide commercial trunking services. The contractor shall provide telecommunications support services for local exchange access commercial network services supporting sites listed in the Performance Work Statement. CONTRACTING PROCEDURES: This award will be made a firm Fixed Price (FFP) in accordance with FAR Part 12, It is anticipated that the start date of service is 01 Oct 2008. This requirement will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and offerors will be expected to submit both Price and Technical Proposals along with Past performance for the consideration of the Government. This requirement has been set aside for small businesses. All qualified s! mall businesses are encouraged to submit proposals for consideration of the Government. A firm-fixed price contract is anticipated to result from this solicitation.
