Description
This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541990 with a small business size standard of $6.5 million. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHDK2008111-A, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-26. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Diabetes and Digestive and Kidney Diseases (NIDDK) intend to contract on a sole source basis with Ms. Stephanie Psaki to serve as a Research Assistant for the Fogarty International Center (FIC). Ms. Psaki will provide support to a multi-site program in assessing and measuring the contribution of enteric infections to mortality, malnutrition, impaired gut functionality and the bioavailability of pharmaceuticals in the presence of abnormal mucosa. Ms. Psaki has experience conduction quantitative and qualitative research, including primary collection in the field. Ms. Psaki holds a Master’s degree in international health and has conducted field work in the following countries: Burundi, DRC, Eritrea, Ethiopia, Kenya, Niger, South Africa and Tanzania which has provided her with the necessary background for multi-country research projects which this contract will entail. Ms. Psaki has extensive experience in business development, including proposal and budget writing and negotiation which are necessary to also assist in the programmatic and administrative management of the overall project. Furthermore, her experience with managing multi-million dollar government grants is central to the support she will be providing for FIC in pursuing future funding opportunities. Ms. Psaki strong writing skills and background in gender and health is a necessity of this contract as Ms. Psaki will be editing scientific articles as well as reporting of results in the form of peer-reviewed journals.. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c)(1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 10 days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include in their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit two (2) copies of their quotation to the below address. Quotations will be due ten (10) calendar days from the publication date of this synopsis or by September 18, 2008, 3pm Eastern Standard Time. The quotation must reference “Solicitation number” NIHDK2008111-A. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
