Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(1)(b), with Information for Publics Affairs, Inc. (DBA StateNet), 2101 k Street, Sacramento, CA., for services as stated below: Period covered: October 1, 2008 through September 30, 2009 State Net Database Our robust database architecture was created specifically for government affairs applications. Layers of data are linked, cross-referenced and enriched to provide you with access to primary information, such as bills and regulations, along with quick links to related resources such as full text and sponsor biographies. Issue Screening Systematically identifying information related to your issues is our top priority. To ensure that you see everything you need to see and are unburdened by irrelevant information, we combine sophisticated technology and hands-on screening to every measure in our database. Private File This exclusive State Net tool gives you complete control over your government affairs reporting. Smart Search Combining powerful technology with people who understand state government, Smart Search is the surest way to identify relevant information. E-mail Customize the frequency, information covered, and distribution list of multiple e-mail reports Based on NIST痴 recent market research, NIST has only identified the one source that can provide the required request: Information for Public Affairs, Inc. The projected volume for 2009 state-level bills to be monitored is more than 165,000. StateNet is the only legislative and regulatory service that currently provides electronic coverage that is supplemented by human analyst /consultant screening and reporting services in addition to customer access to the database. This analyst/consultant services is imperative to the U.S. inquiry point痴 flexibility and success in NIST being able to fulfill its WTO obligations. In order to fulfill USA obligations under the WTO TBT Agreement, NCSCI requires a service that will inform completely and accurately all the details of US state-level legislative and regulatory activity that require more stringent standards, technical regulations, or conformity assessment procedures than at the Federal level. Specifically, 逼IST must monitor and report to WTO changes issued in these industry sectors: building and construction, weights and measures, telecommunications, and food labeling 病ll US states, DC, and the Federal Register must be able to be monitored with one tool 付he service must be Internet based with unlimited access 付he service must contain full texts of all legislation and regulations as needed for WTO notifications 付he service must be updated on a daily basis at a minimum 付he service must be fully searchable 付he service must provide customized electronic issue screening 付he service must provide thorough and accurate reports 付he service must provide the assistance of an analyst/consultant to NIST The Government anticipates the award of a firm-fixed- price purchase order. This notice of intent is not a request for quotations; however, companies that believe they can fulfill the requirement may provide a written response to this notice and provide clear and unambiguous evidence to substantiate that capability. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
