- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W91248-08-T-0066 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 327390 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-09-16 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Campbell, KY 42223 The USA ACA Ft. Campbell requires the following items, Exact Match Only, to the following: LI 001, 60"X 60" x 4 ENTRY CULVERT. CULVERT TO BE 60"X60"x4 INSIDE DIMENSION WITH 8" WALLS & 6 DOOR FACE SLAB. DOOR FACE SLAB TO HAVE FABRICATED STEEL SCREEN DOOR. DOOR SIZE TO BE 36"X48". WEIGHT OF SINGLE UNIT=12,000 LBS. Reinforcing steel yield strength of 60,000 psi. Twenty eight day compressive strength of concrete (fc) shall be minimum of 4,000 psi. Use current ACI 318 code for minimum steel. #4 rebar on 12 centers. These 3 culverts are to have a 4 tongue on the side opposite the door. NOTE DELIVER TO TRAINING AREA 22., 3, EA; LI 002, 60"X60" INSIDE DIMENSION X 4' LAYING LENGTH BOX CULVERT. BOX CULVERT TO HAVE 8" WALLS AND CONSIST OF A TONGUE & GROOVE DESIGN. WEIGHT OF EA SECTION=9,500 LBS. All concrete to be rated at 4,000 PSI and will have #4 rebar on 12 centers. NOTE DELIVER TO TRAINING AREA 22., 20, EA; LI 003, 60"X60"x4 INSIDE DIMENSION BOX CULVERT, SAME AS ABOVE BUT WITH TONGUE DESIGN ON EA END. WEIGHT OF EA SECTION=9,500 LBS. NOTE DELIVER TO TRAINING AREA 22., 2, EA; LI 004, 48" DIA. X 36" TALL MANHOLE BARREL SECTION & TOP. BARREL SECTION TO BE 24" IN HEIGHT AND TOP SLAB TO BE 12" IN HEIGHT. BARREL SECTION TO HAVE MANHOLE STEPS AND TOP SLAB TO HAVE SIR2424 ACCESS HATCH. End opposite of cover to have a 4 lip to connect to vault. NOTE DELIVER TO TRAINING AREA 22., 1, EA; LI 005, 72" X 108" X 84" INSIDE DEPTH CONCRETE VAULTS. VAULT TO HAVE 6" FLOOR, WALLS & TOP SLAB. TOP SLAB TO HAVE 8 steel VENTILATION PIPES with removable rodent screen. Pipes to have turn down design and to be a maximum of 60 tall. One vault to have a HOLE and groove FOR a 48" DIA. MANHOLE ACCESS. VAULTS TO HAVE GROOVE DESIGN FOR PROPER CONNECTION TO BOX CULVERTS. 72" X 108" VAULTS TO BE OF 3 PIECE DESIGN WITH BASE SECTION, WALL SECTION & TOP SLAB. Campbell intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Ft. Campbell is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Delivery shall be made within 60 days or less after receipt of order (ARO). Award will be made to the Lowest Priced Technically Acceptable (LPTA) Offeror whose offer of a domestic end product meets or exceeds the requirements set forth in the solicitation. The successful vendor shall submit proof that all concrete products meet minimum required twenty-eight day compressive strength of 4,000 psi. Reinforcing steel yield strength shall be 60,000 psi with #4 rebar on 12" centers. Current ACI 318 code for minimum steel is incorporated by reference.
