- The contractor shall provide all supplies required to make up the Explosive Ordinance Disposal (EOD) Training Kits. HQ AFRC at Robins AFB intends to solicit, negotiate and award a Firm Fixed Price, Sole Source contract to Inert Products, LLC, for the supplies described in this notice. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1 (a), Only One Responsible Source (or a Limited Number). This is a combined synopsis/solicitation for commercial services prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is required and a written solicitation will not be issued. Delivery will be 30 days after receipt of order. The following clauses are applicable to subject solicitation: FAR 52.212-1 (Instructions to Offerors/Commercial Items), FAR 52.212-2, FAR 52.212-3 (Offeror Representations and Certifications Commercial Items), FAR 52.212-4 (Contract Terms and Conditions Commercial Items), FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items). 52.212-6 (Notice of Total Small Business Set-Aside), 52.222-50 (Combating Trafficking in Persons), 52.232-33, Payments by Electronics Funds Transfer-Central Contractor Registration), 52.247-34 (F.O.B. Destination), DFAR 252.211-7003 (Item Identification and Valuation). The NAICS Code 611430. Payment will be made via Wide Area Workflow (WAWF) IAW DFARS 252.232-7003 Electronic Submission Payment Request (Mar 2007). Price Analysis will be done IAW FAR 15.404-1. Offeror should submit information to support price analysis with proposal. Proposal is due by 4:00 EDT 16 Sep 2008 via email/fax to Brenda.Pate@afrc.af.mil/478-327-2210. Proposal may be faxed to (478) 327-0722 or emailed and must be received by the required due date. The current anticipated award date will be 20 Sep 2008.
