- The Department of Homeland Security (DHS), Transportation Security Administration (TSA) will be soliciting for Adjudication Services/Security Threat Assessments (STA) for individuals applying for credentials or access to the nation’s transportation system. A STA conducted by TSA consists of an automated biographic and biometric background check of criminal records, immigration records and intelligence-related information. It includes reviewing this background information to determine potential disqualifications for criminal offenses, immigration issues, links to terrorism, and/or mental competencies based on a fingerprint-based Federal Bureau of Investigations (FBI) criminal history records check (CHRC), a check for any open wants and warrants, an intelligence-related check, and an immigration/citizenship status check. Relevant examples of appropriately qualified personnel are paralegals, intelligence officers, personnel security investigators, social workers, parole officers, probation officers and law enforcement personnel. This is a 100% Small Business Set-Aside, NAICS code 561611, with an SBA size standard of $12.5 million. The government contemplates award of a Cost Plus (CP) type contract. The Request for Proposal (RFP) will only be available through https://www.fbo.gov Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror’s responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments that may follow. Solicitation HSTS02-09-R-TTC822 is tentatively scheduled to be available on the World Wide Web at http://www.fedbizopps.gov on or about September 23, 2008. The tentative scheduled date and time for submission of proposals for HSTS02-09-R-TTC822 will be on or about 30 days from the date of publicizing the solicitation. Offerors are cautioned to include the Solicitation Number HSTS02-09-R-TTC822 on all documentation submitted in response to this requirement.
