- SOLE SOURCE NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source (Perceptics, LLC.). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon this vendor being the only manufacturer/vendor able to satisfy this requirement. See FAR 8.405-6(e)(2). Requirement 1. Sole Source Justification: Perceptics, the manufacturer of the Under Vehicle Inspection System (UVIS) to be installed, does not authorize other distributors and the improper installation of equipment by anyone other than Perceptics would void the warranty. Voidance of the warranty and improper installation could result in costly replacement of valuable security equipment. Market research has found that the Government’s requirement would not be met if the warrantied equipment was installed by anyone other than Perceptics. 2. Barriers to Future Competition : A sole-source purchase will not be required for any repairs or installation to the UVIS once the warranty expires.
