- The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole contract with Texcel Software, for software support and conversion services from Novell InForms to Microsoft InfoPath Forms. The period of performance for this software support is one year. The authority for negotiating on a sole source basis with Texcel Software, is made under the authority of 41 U.S.C. 253(c) (1) and Federal Acquisition Regulation 6.302-1(b) (1) which provides for limiting competition in those situations where the supplies or services are available for only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 541511. 1.In 2004, an agency task force investigated several alternatives to the InForms product, and chose Adobe’s PDF software as a replacement for InForms. InForms forms have been converted to PDF fillable, savable, and printable forms, and these forms are presently located on the NCR Forms Sharepoint Portal. 2.In 2007, the agency began to use Microsoft’s SharePoint electronic collaboration software to assist in sharing and producing agency documents and forms. OIS/ICOD has requested this pilot program to determine if existing electronic forms management software provided under SharePoint could be a viable alternative to InForms. 3.If Microsoft’s InfoPath electronic forms management software is a viable alternative to the agency’s current electronic forms management system (Novell’s InForms). The Texcel FormBridge forms conversion package will allow the rapid and accurate conversion of forms from InForms electronic forms format (which is now obsolete and unsupported) to Microsoft InfoPath electronic forms format. The purchase of the forms editor will allow for more rapid revisions and quick creations of new forms. The purchase of the software ensure that the products will remain technologically current, that technical support is available on an as-needed basis, and that the agency mitigates the cost of replacing the product as it is upgraded from the manufacturer on an annual basis 4.Texcel Software, offering FormBridge Forms Conversion Software, is the only known company capable of converting Novell InForms electronic forms to Microsoft InfoPath electronic forms. These are the only such tools and are only available from Texcel Software as the software is a proprietary product of theirs. 5.This notice of intent is neither a request for proposal nor a solicitation of offers. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC' s needs. Detailed capabilities must be submitted to the above address not later than 6 calendar days from the date this announcement appears in the Federal Business Opportunities. Telephonic responses and responses providing insufficient information for evaluation by the NRC will not be considered.
