- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIHAG2008025 AND THE SOLICITATION IS BEING ISSUED AS A NOTICE OF INTENT. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition circular (FAC 2005-18). This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code for this acquisition is 611310 and the small-business size is $6.5. The National Institutes of Health (NIH), National Institute on Aging, Intramural Research Program (NIA/IRP) acquire custom 16 Old World Rhesus Monkeys of Indian origin; 9 males (5 mother rear, 4 peer rear); 7 females (5 mother rear, 2 peer rear); Age ranges between 18 and 19 years old; & Pre TB test. NIA will be purchasing these monkeys from North Western University because they are unique in terms of their documented background of prenatal rearing conditions and their current age at close to 20 years. These animals are the only monkeys available for studying the influence of early rearing on the cognitive and neurobiological outcome of aging. Interested parties may identify their interest and capabilities in response to this requirement. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to offerors Commercial Items; FAR 52.212-2 Evaluation Commercial Item; FAR 52.212.3 offerors Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.204-7 Central Contractor Registration (CCR). In order to be considered for an award, offeror must have completed the online electronic Representatives and Certifications located at (http://orca.bpn.gov/) in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that prospective awardees shall be registered in the CCR at (www.ccr.gov/) prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Offers must be submitted no later than 3:30 P.M. Eastern Daylight Time (EDT), September 17th,2008 to Ms. Iris Johnson.
