Description
NASA/GSFC has a requirement forProduct - MIKE11 - Enterprise Package QTY 1Product MIKE11 - Flood Forecasting (FF) includes DA QTY 1Product - Software Maintenance Agreement (SMA) QTY - 1The software includes the SMA for the first year starting from the date of purchase. NASA/GSFC intends to purchase the items from DHI Water and Environment for the purpose ofpurchasing the MIKE11 customized hydrodynamic river routing model, pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source.MIKE11 is a unique river hydrodynamic model that possesses features not available in anyother river routing model. These features include: i) a routing procedure that includesdata assimilation for flood forecasting that can be applied to satellite imagery, ii)customization of outflow at each river cross section to include all the momentum equationterms for non-steady, non-kinematic flow, and iii) numerous options for defininghydraulic resistance. Also, the DHI support staff are familiar with the applications ofthis model to many rivers of the world where it may be applied.The data assimilation module to the MIKE11 model is the most critical feature that led tothe selection of this model, because it allows for the use of satellite data in theresearch. Also, the DHI customization of the model output allows for research of all thenon-kinematic momentum terms in flood routing that makes the model very unique. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 15, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
