- This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.603 Acquisition of Commercial Items and FAR Part 13.5 Simplified Acquisition Procedures. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24, effective 31 March 2008 & Class Deviation 2005-00001 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, Current to DCN 20080423. It is anticipated that payment will be made by Government Visa Credit Card. This solicitation is issued as a 100% small business set aside. The North American Industry Classification System (NAICS) is 423320 with a small business size standard of 100 employees. This solicitation contains five (5) Contract Line Item Numbers (CLINs) 0001 through 0005. CLIN 0001 Quantity 1,800 net tons Aggregate Base Course (ABC) minus ground surface material, shipped to FOB site at Laguna Army Airfield, 2.5 miles west of mile market 46.8, U.S. Highway 95 on Martinez Lake Road, Yuma Proving Ground, AZ. CLIN 0002 Quantity 1,540 net tons Aggregate Base Course, minus ground surface material, shipped to North Pad Range at South Cibola, 2.25 miles west of mile marker 65.9, US Highway 95, Yuma Proving Ground, AZ. CLIN 0003 Quantity,1,160 net tons, Aggregate Base Course, minus ground surface material, shipped to Convoy Live Fire Range at South Cibola, 14.5 miles northwest of mile marker 51.52, US Highway 95 on Middle Mountain Road/CM-Access Road, Yuma Proving Ground, AZ. CLIN 0004 Quantity 1,500 net tons, Aggregate Base Course, minus ground surface material, shipped to Graze Range at Castle Dome Annex, 1.5 miles west of mile marker 59.4, US Highway 95, Yuma Proving Ground, AZ. CLIN 0005 Quantity 300 net tons, Aggregate Base Course, minus ground surface material, shipped to Counter-Mine Compound at Kofa Firing Range, 6 miles east of mile marker 47.2, US Highway 95, Yuma Proving Ground, AZ. Delivery, acceptance and FOB point is the U.S. Army Yuma Proving Ground in Yuma, AZ 85365 no later than 31 Oct 08. Arizona vendors are to include the Arizona Transaction Privilege Tax. All offers shall include any applicable freight charges. This solicitation is being issued as a Request for Quotation (RFQ). Offers shall be clearly marked with RFQ referencing number # W9124R-08-T-1096 and emailed to the point of contact listed below no later than 11 September 2008 at 10:00 AM Mountain Standard Time (MST). Offers that reject the terms and conditions of this solicitation may be excluded from consideration.
